TIENTSIN DAY BY DAY.

TIENTSIN, October 31st. Sung Pole, the ex-censor, who has been for some months under the guardianship of the Governor of Shansi merely because he was the avowed friend of Kang Yu Wei at the time of
the Coup & Flat, is now charged in a secret memorial from the Governor with: being guilty of many illegal nets in dlhys gone by. His nc- ensers have been put to it to frame any re- cognizable charge so far, first because the man has done nothing; secondly because he has many friends and supporters, and, both mis- sionaries and ministers ale watching his case, The Governor evidently thinks he has hit upon a convenient crime now, however, and de mands the right to imprison him for life. The E. D. will probably besitate to do this openly, but there is no saying what instructions may be sent to the Governor privately. One of the recent charges against Sung is that, knowing himself to be in ill-favour at Court, þa dared to return to his native place in Shansi as an official and with due ceremony, and that he is now, although under "observation" freely making and re eiving visits from friends. As- Sir Ernest Salow is going home on leave it is probable that the case will be forgotten.
PRINCE TUAN.
Concerning Prince Tuan or Tsai Yi gossip has again been active. He is said to have come entirely under Russian influence, and his followers have been supplied with arms and even uniforms by the Chinese. He has learnt the language and "some Russian habits" which may presumably be, translated "Vodka." He is supposed to have heard what people are say ing about him, and makes an official contradic. tion of his intentions being-rebellious.
Mr. Kinder's staff are once more in possession of the line beyond the wall and railway affairs appear to be settling down to their normal con- dition, Latest advices from Newchwang (two days ago) report no signs of Russian with drawal and a general feeling of indignation prevails at Dr. Morrison's recent telegrams. Some people think the Times must have mis- understood his messages or that he, really intended his comments satirically.
THE NATIVE CUSTOMS.
Just before his departure on leave Yuan memorialised the Throne that he had made all arrangements for the Chang Kwan or native Customs generally to be collected by the Com. missoner of Customs in accordance with the Protocol, and that a special official would be. appointed by the Customs Taolai to assist the Commissioner. The Commissioner before engaging or dismissing any member of the staff will first consult the Customs Trotai, The employment of foreigners will only be needed in Treaty ports; but no foreigners are to be employed at the barriers, nor in the interior in case trouble may ensue. Moreover, should the. Customs Taotai find any foreigner in the Customs unfit for his position, he will consult with the Commissioner

INTERESTING COMPARISON.
The exact strength of the proposed addition to the Japanese Navy is put at about. 100,000 tons, or more precisely at 85,000 tons, accord. ing to the Kokumin. "It states that tonnage consists of 3 battleships of 15,000 tons each, 31st class cruisers of 10,000 tons cach, and 2 and-class cruisers of 5,000 tons each. This scheme is to be carried into effect for ten years beginning with the 1903-4 fiscal year, and with the yearly appropriation of about 11 milion yen to be precured by continuing the existing rate of land tax instead of restoring it in the said financial year to the original rate. As the continuation is to commence, therefore, from the 1904.5 fiscal year, that is a year later than that in which the naval programme is to come in force, the appropriation for the first year of its execution is to be procured from some other source other than the land tax. This point is not precisely known to us, some papers stating that the authorities are prepared to meet the required sum with an appropriation, either from the ordinary revenues or out of some other sources. As to the yearly appro priation of 68 million yen on account of the Fleet Maintenance, that is begin from the 1904-5 fiscal year, and is therefore apparently unavailable for the first year of the expansion scheme. Another point worth mentioning is that the authorities are determined to build cruisers at home, as the Kare Naval Yard will have its arrangement completed in time.
We may reproduce here in passing what the Kokumin writes on the existing comparative strength of Powers' fleets, which stand as follows, the tonnage of only those warships that are less than zo years old being included :—

The' Manchester Guardian makes the im- portant announcement that Manchester has been definitely chosen by the International Merkantile Marine Company as one of the terminal ports in Great Britain for its Atlantic steamship service. Arrangements have already been completed for a regular and direct service of first-class British steamers between Boston and Manchester next January,
'A further development of the Atlantic traffic will be the establishment by the new syndicate at the beginning of December of a regular service between Boston and Antwerp, calling atn French port, probably Dunkirk or Hayre.
