U. S. 8. "RAINBOW.". The United States transport Rainbow, Cap- tain Staunton, arrived from Manila shortly before six o'clock this morning and being a Navy ship, unlike our British transports, fired her-salute in the usual style at eight o'clock. Hongkong has been specially favoured with transport visitors lately. During this month alone the Pentakota, Člive, Jelunga, Uganda, Solace, Bugalo and Rainbow have all visited the port. The Rainbow has come over for docking purposes, after which, we understand, she returns to Manila.

I was much struck by the extraordinatily brutal faces of Yuan's body guard, who pre- sented the most unflattering contrast to the T. P. G. police. A mare villainous assortment of men it would be difficult to find, and with their hair twisted carelessly round their heads under black covered ill-shapen straw hats their appearance was extremely slovenly. The 1st Chinese Regiment of Weihaiwai with the tight kahki cloths and kahki colonial hats shows what sort of a soldier the Chinese can
make, but Yuan has not managed to hit the Type off yet,

The local Foreign Office reports Kinshao hsien and district (Shi lau toli hen) to be in great disorder, several places having been attacked, several others burned down, and a number of Christian enquirers and others who resisted: having been killed The British and Foreign Bible Society have had one colporteur killed in that district, and. there are rumours, net yet confirmed but believed to be reliable, that two others have suffered the same fate.

OFFICIAL EFFORTS OF REPRESSION. Nearly all the soldiers from this city have gone out to the disturbed districts. Chengtu city gates are closed very early, and not opened until 8 am. The officials here appear to be doing their best now, but the movement is rapidly increasing.

One official was killed in the scrimmage mentioned above, and it is now said that the soldiers were unable to scatter the band they aked, and that it is now located in a temple where they can defend themselves. They are now down to the river on one side, and if they get control of the river if will be difficult for us to get away, but if the Viceroy keeps active, there is no reason why the whole movement should not be checked.

ceived messages from representative men of the late Transvaal and Orange Free State, who had fought under them during the war, protesting in indignant terms against the acceptance of British hospitality, the Genemis were intervizwed by a press representative, who obtained from them an unqualified, denial of the report. In the course of an interesting interview, General Botha said that they were in complete harmony with the delegates in Holland, who had not attempted to interfere with them in any way whatever. August 17th Senator Mark, Hanna, in an interview to-day: said that the only logical outcome of the trend of affairs in Cuba would be the annexation of the island to the United States. The situation in Cuba was precarious in the extreme, and that the commercial interests. not only of the United States, but of other powers, demanded anexation; When the special session of the Senate Convenes in November the question of the anntration of Cuba will be no doubt at once considered.
Altata Visited by Tidal Wave. The city of Altata, Mexico, has been struck by a tidal wave and a great number of the in- habitants have been drowned.
Altata is on, the Gulf of California, and exposed to the full sweep of any storms raging in the Gulf. The Mexican Government has undertaken relief measures for the afflicted inhabitants.

Now, although the recent dis. turbances in Szechuen were very serious, and Kuei Chun has exerted himself to the utmost in coping with them and succeeded in quickly bringing them to an end, yet we still fear that there may be disturbing elements here and there, which have to be promptly suppressed before perfect peace can reign once more in the land. We, therefore, hereby command that the memorialist shall instruct all the local officials within his jurisdiction not to rest until the evils have been completely uprooted. TIENTSIN, August 15th. To-day, two years and one day since the power in Tientsio. Yuan Shi-kai reached here by the 11.21 train from Peking, and was received by a dense crowd of Chinese officials, foreign officers and civilians, who crowded together on the platform with but scant cere- mony, and one found oneself for once literally sandwiched between red, blue and white buttons, and being continually elbowed and jostled by peacock's feathers. What a funny crowd it was! Dignified British officers in Kahki; fastidious Italian difto in white, with broad blue ribband orders; bustling, important little Japs diving between the elbows of the taller spectators, the Japanese ex-Governor of the city resplendant in full a dozen medals, almost more than his diminutive breast could display. Near him two other little Japs who somehow suggested reminiscences of Pickwick. Hon Dickens would have gloried in them! They were both particularly diminutive and thin; the one clad in a black dress coat, very tight for him and buttoned up to the chin, the costume crowned with a battered top hat and one medal on an exceedingly long ribband.
