THE COLORS OF WARSHIPS.
The Admiralty are about to make some experiments in order to discover the best culor for ships in action that is to say, the color that will render the vessel most invisible. Perhaps the colors of the foreign men-of-war recently at Spithead have induced the Lords of the Admiralty to reconsider the question. It is generally agreed that one color is a mistake from a practical standpoint, however effective it may be artistically. The Katter Friedrich 77, which represented Germany, is painted grey all over, but it would stand out in almost all lights. The Admiralty are going to experiment with brown, grey, light grey, yellow, and blue. Mr. Jane has pointed out that if colors be judiciously varied, some will always be invisible, whatever the atmospheric conditions, and at orice the target is blurred and the eye of the gunner disconcerted.—Ex.

PRINCE TSAI CHÊN IN BELGIUM.
Prince Taxi Chên and his suite seem to have much enjoyed their visit to Belgium, where everything has been done to make the sojourn of a pleasant nature, says the L. & C. Express. We have already reported the earlier doings of his Highness since his arrival, and may now note that visits to several buildings in the capital were made on 4th clt, and at the Hotel de Ville the Prince was received and shown round by the Burgemaster. Shortly after mid- day his Highness gave a luncheon party of some forty covers which was attended by a number of Belgian Ministers and officials, the stuff of the China Legation, and others. A visit was also paid to the Guides' barracks at Etterbeek, near Brussels. A thorough inspec tion was made and the visitors regaled with light refreshments and fruit. The Chinese, we may note, specially appreciate strawberries. Colonel Fivé drank to the health of the E- peror, the Empress Dowager and the Imperial Eamily, specially their guest, Prince Chên. His Wighness cordially responded, and ex- pressed the great pleasure that his visit to Belgium had given him.
The Prince left Brussels on 5th ult. for Antwerp where, with his suite, he stayed at the dotel Saint Antoine, and visited the sights of

On &th ult. there was a reception at the Chateau Mariemont, the magnificent property of the Deputy Raout Warrocqué. doubt that the new vessel will be a vast improvement on the five boats flying the white ensign now nearly complete.
The new submarine, it is stated, is the joint invention of Messrs, Vickers, Sons, and Maxim and of the Admiralty, and they have derived much assistance in designing it from the building of the first five vessels, which are regarded as experimental craft, and are not likely, owing to their small size and narrow radius of action, to be of very much value as weapons of offensive warfare or to be capable of a ting with a fleet in all conditions of wind and weather.
The new submarine, it is reported, has much larger dimensi ns, greater power, both on the surface and submerged, and better sca-keeping qualities than the first five boats. It is further affirmed that it will be able to navigate on the surface as an ordinary torpedo boat it will be able to rise awash with only its conning tower above the water to allow of its being streered, and it will sink entirely below the waves when it ranges the enemy's guns. The new boat, it is added, will carry an instrument for seeing under water which has been invented by Sir Howard Grubb, the maker of the great telescopes. This is termed the Cleptoscope, and it is a great improvement on the Periscope in use on the French submarine craft. While under water the commander of the submarine has a wide view of the surface, and can direct his craft and launch his-torpedoes with unerring accuracy.

It may be interesting to note that a Belgian paper states the Prince and his suite have very often been astonished at an air that was frequently played. It was supposed that this was the Chinese national hymn, and at the first chards the Belgians present respectfully uncovered, whilst the Chinese remained un moved. The Prince naked why this curious air was so often played, and was much astonished when he was told that it was the Chinese national anthem. Both the Prince and others of his suite protested, stating that they had no national air. It appears that some time since a European had the somewhat original idea of composing a Chinese national hymn, simply as a speculation. This little duplicity, against which the Chinese Government has already protested, has already paid him very well, and it is thus that the Belgian regiments have played what they thought was the Chinese nationaltune, whereas it was something purely fantastic
