The much discussed and greatly criticised rising in Kwangsi Province still continues to BLEND attract attention, and whether or no it will evolve from the state of lethargy into which it appears to have fallen there is no doubt that officials at Peking are viewing the dis turbance with more than ordinary import- ance. It is generally admitted that during the past few years these ye riodical outbreaks have been largely due to the many secret societies scattered throughout the length and breadth of the Province, with the primary object of upsetting the Manchu Dynasty. So far, the rebels have been content to plunder, rob and massacre, but it will be recollected that in 1898 they made a determined effort to carry into effect the 6rst object of their association. So far there attempts bare ender disastrously rebels have fled to obscurity only to ruband and press forward the movement, with increased membership and greater determination. Many Canton ese merchants press the riffraff into joining these societies, while the more enlightened members of the community, receiving no effectual profection from the Government on the one side and belog menaced on the other subscribe their naines to the rolls and support the cause both from a financial and a moral point of view.

ENGLAND'S LAST WAR OF CON. QUEST: The Fortnightly Review, in an editorial anicle, expresses itself as apprehen sive concerning Great Britain's capacity for the self-imposed task of governing one-quarter of the globe and one-third of its inhabitants. The paper hazards the conjecture that the peace agreement at Pretoria marks the limit of Great Britain's expansion and that she has fought her last war of conquest.
