A letter from Wuchang reports that the Chinese Tariff Commissioners, Sheng Kungpan and Li Hal-huan, ate now in Wuchang occupied daily in long and secret deliberations over the proposed new Tariff with Viceroy Chang Chib-tung, some of these lengthy con- ferences lasting to the small hours of the nights
while on two or three occasiona-it was not until the sun had risen above the horizon that the conferences broke up. It is thought probable that the Tariff Commissioners may leave Wuchaog fói, Shanghai on os about the 25th instant.

NEW VICTORIA HOTEL.

A serious state of affairs seems, to exist at Kure, calling for the most stringent inquiries on the part of the P.șt Admiralty there. On the night of the 6th inst, men from Japanese men- of-war in the port made a serious disturbance, in the course of which several Japanese hotels were raided and two wrecked. About five hund- red nien were engaged in the riot, and they are said to have acted under the command of petty officers.
From what can be gathered the Tien-tsu-innocent of ever having had the CHOPS, STEAKS, cif etc, at any time, disturbance is due to a spirit of revenge felt. by the men against geisha keepers. On the 25th ult. the Japanese and the British bluejackets held a social gathering at Kure. The Japanese sailors applied at the Goyeisha geisha station at Kure, asking for

The cool request was flatly declined by the director of the Goyeisha, who are also the proprietors of hotels. During the past few days there have been observed signs of disturbance among the. sailors, in consequence of which the police and gendanes

The inhabitants. frightened by this action, closed their shops and the streets were left in darkness. The sailors then

and amid yells started on the destruc- tion of the house, but the police and gendarmes who soon arrived

On the news of the riot reaching the Kure Marines Station, a battalion of men, equipped for action, was sent out, and companí s of the battalion were stationed at Goyeisha, Tanaka, Tokuda and Yoshikawa hotels in order to protect the property
'At about 1 asm. the risters gailiered again, marching under a hugle cait. They again raided the hotel, and, receiving the command from? a petty officer to charge, destroyed everything that came in their way, emacking the doors, talami,' ceiling, roofs, and furniture. They even tore the clothes in the cabinet drawers, and then disperses with triumphant yells The Marines guarding the other hotels were attracted to the Tanaka hotel by the noise, and in their absence a body of the rioters made their way to, the Goyeisha, and destroyed everything there. The Tokuda and Yoshikawa hotels only escaped destruction because of the presence of
a number of officers.
A petty officer with a drawn sword was seen "directing the proceedings. What ships the men came from is as yet unknown. There were five war ships in poit at the time-the battle-ships Mikasa and Vashisun,

and cruisers Chiyoda, Yoshing, and Utsukuina, Six men from the tsuku akimia, were arrested by the police during the second raid on the Tanaka hotel, and were banded over to the gendarmes. An attempt at rescue was then made, and about three honderd sailors raided the Gendarmeric station, but the gendarmes used revolvers and ropelled the assailants. Altogether the town seems to have experienced a reign of terror for the time being.

Sir Henry Berkeley, late Governor of Fiji, left Sydney yesterday by the steamer Yawala Maru for Hongkong, where he will take up an Important official position.. Previous to his departure a large gathering of Chinese residents, including Mr. Quong Tart and Messrs. W. R. G. Lee, Sun Johnson (Chinese Herald), Ho Kong, and other members of the "Lin Yik Tong," went on board to say good. bye. Professor Anderson Stuart was also present.

Mr. Quong Tart proposed the health of the departing ex-Governor of Fiji, and referred to the courtesy which had always characterised Sir Henry Berkeley's dealings with the Chinese, No matter what his creed or nation, he had always treated every man with respect, and Hongkong was fortunate to secure such a man for the position of Altomey General. The Chi- ese looked upon Sir Henry Berkeley as a man who was just in everything he did, and where there was one Chinese to bid him farewell in Sydney, there would be thousands to welcome his arrival in the East. He was only sorry that the short notice received of Sir Henry's des parture prevented the Chinese residents of Sydney entertaining him at a banquet,
Sir Henry Berkeley returned thanks for the honor conferred upon him, which he character- fred memost, thoughtful of the Chinese residents of Sydney." Mr. Norton delivered an eloquent LEVER argument for the defence. The court and grounds were thronged with multitudes and the sentence caused

The accused were both removed to jail. They will appeal to the district court against the conviction and Mr. Norton is applying on their behalf for suspension of sentence and for bailing the accused until the result of the appeal is known. Meanwhile the police have applied for sanction to prosecute two of the pritezention witnesses for per jury. one of titese being the son of the second accused by another husband. This son
of those convicted in a burglary case. which gave rise to the present one. The police further intend applying for sanction to prosecute another leading Raja who gave evidence for the defence and who they contend perjured himself in the witness-box. The judgment of the deputy magistrate covers 120 pages of goi vernment stamped paper.

During the year the properties held by the Nederlandsch-Indische Industrie on. Handel maatschappij in Borneo have been further developed, but are by no means yet complete. The Accounts of that Company as received do not show a sufficiently clear distinction be tween Capital and Trading expenditure; and therefore the profit shown thereby has not been taken into this Company's Accounts.
Nevertheless, the products therefrom bought and marketed by the "Shell" Company have contributed to its profits.
Illuminating Oil and of the low freights cur- rent during the year, the Directors consider the volume of profit shown as satisfactory.
The Alliance of Eastern producers referred to at the last General Meeting has recently been finally concluded, and will materially strengthen this Company's position.
