KING'S PARK, KOWLOON.

In his report for 1991, the Superintendent of the Batnaical and Afforestation Department has included the following paragraph:

In 1898, His Excellency the Governor, Sir H. A. Blake, G.C.M.G., foresaw the necessity of providing additional recreation grounds and after discussion of the subject he requested me to submit a report on the most favourable site for a Park at Kowlona. This report was forwarded on Jquary 1218, 1893—C. S. O No. 120. It comained a recommendation for the formation of a large Park of about 90 acres of land, part of which was to be taken up by n new road that should open out on one side of it a largentea of land that would be made available for building sites for a good class of houses. In the event of this scheme being. considered too ambitious or of there being then insurmountable diffulties in carrying it out, I submitted an alternative plan which would allow of a Park of about 11 actes being made at first. This large scheme would neces. sitate the removal of Mituary, Navy and Police rifle ranges and the forfeiture or exchange of other Military interests.

At the time there were difficulties in carrying out either schieme, but in the early part of 1900 the Honouable II, May, CMC, who was then Acting Colonial Secrets brought up the subject for re-consideration, with the result that the lesser scheme was sanctioned.

BAD NEWS:-A despatch has been received from Imabaru with bad news of the O.S.K.O'. Talchu Maru. The message said that on Fri- day, the 20th ult, the vessel was wrecked and went down in the neighbourhoad of that town. The cargo and passengers are stated to be safe.

ABOLITION OF LIKIN TAX-The Sin Wen Fan says that meetings have been frequently held by H.E. Sheng, H.E. Lu, and Sir James Mackay for the abolition of the Likin Tax. According to the latter's proposal all the likin stations on salt and opium in the inland should be at the same time abolished" with other likin stations, and if such proposals cannot be agreed upon a few may be spared on the condition that they are under the management of the Marine Customs. H.E. Sheng and Lu have not yet given a definite reply.
