"Chinese Soldiers at Tientsin :—All the Chi- nese military officers in Tientsin have recently met together with the ministers of the different legations for the final decision as to the encampment of the Chinese soldiers near Tientsin. They finally came to the decision that the Chinese troops are only to be allowed to be quartered outside the 30 miles limit from Tientsin, and that its number should not exceed 3,500 at one time."

I am wondering where this choice piece of information was picked up! First, there have bera no Chinese Military Officers in Ticatsin since the City was captured. Becondly, the Chinese have not as yet been handed the con- ditions of restoration and, have never at any time been consulted with regard to any of them. Thirdly, the limit demanded by the Generals from which Chinese troops should be excluded

is 30 l, to miles, not 30. The matter is still in abeyance as the ministers and getferals have not quite done their arguments yet, believe. When they have the conditions will be sent on to Viceroy Yuan, and he will be given one month 10 decide if he can accept them. He has of course heard the nature unofficially through foreign friends, and is reported to have said that though he does not approve them he is not in a position to reject them as his "face" depends upon his getting the city back at all costs, and 1 have very little doubt that he will accept the conditions directly they are pre- sented. Some of the conditions have been slightly modified, and Yuan will be granted a moderate body guard of a few hundred men. The number of Chinese men-af-war at Taku will probably be increased from two to four of five. The demand that foreign soldiers be allowed to go about the city and must not be arrested by Chinese is also withdrawn, but there will probably be special foreign military police to deal with turbulent chamglers in the city.

DECORATION DAY.

The 17th was quite up to the mark in the matter of floral tributes after all, and` quite a large number of heipers gathered in the Gordon Hall in the moming, when stage, tables, chairs and floor glowed with a rich mass of colour as the flowers were made up into baskets, crosses, and wreaths for distribution in the evening. At 5 30'a little cavalcade went the round of the Cemeteries and decorated the graves of all 1900 heroes of all nationalties, a graceful act of gratitude for the lives so gallantly given, which their comrades here did not fail to acknowledge.

The leaders of the mob are to be arrested and with their followers punished with the. extreme penalty. We feel much pity for the murdered preacher and converts and order that the necessary reliefs be granted their familias. Although it has been given as an

excuse that Ma Ch'êng-chi, the magistrate of the said, district, is a new comer, he cannot escape the charge of laxity of vigilance. He is therefore cashiered and ordered to capture the murderers within a specified period. Orders' must be issued to the officials wherever mis- sions are located to exert extra care and watchfulness over the safety of missionaries and converts.
