local Government will cansent to certain conditions which he promised to put in writing for their. consideration - Iaccordingly reserved yesterday a Memorandum fram the Chief Justice purporting to be a Programme of the course of Procedure
which he recommends should be sedopted.
I have the honor to enclose : Copy of that Document.
My humble advice is that the case should not be further complicated by any stipulations

and arrangements between the loont Government and the Chief Justive, but
that the ease be allowed to take its course and be left in the hands
of the Chief Justice, upon whom alone rests the responsibility of letting- this desperate character loose upon the Colany -
