The records of law, it is further argued have to deal mainly with questions affecting mines and mining matters, and that it would entail on suitors unreasonable and needless expense to compel thein and their witnesses to go to Pretoria. The same argument is used with regard to the administration of the laws affect ing the natives, of whom the bulk are distributed along the Rand district. As for the architectural power of Johannesburg to accommodate, the Government departments, it is contended that the city has buildings of various kinds amply
available for all the wants of the admin istration. Then, top, it is urged that there are climatic conditions with indicate the superiority of Johannesburg to Pretoria as the
future seat of Government. Pretoria lies in a hollow surrounded by hills which reflect the sun's rays and impede the free circulation of air, roudering the place intolerably hot during the summer months. Mularial fever is rife, and the recent case of a high official and bis farmily who were prostrated is held to prove its un bealthiness and unsuitability as the site, for a large population.'.
Johannesburg, on the other hand, is situat ed on high undulating ground on the great watershed or Rand of the Transvaal, 6,000 feet above sea level. It is not a mere mining camp, but

GREAT BACOARAT SCANDAL.
NINE NOBLEMEN FINED AND THRIE DANISHED.
The great gambling scandal at the Jockey Club at Vienna came to a conclusion recently, when a number of well-known aristocrats were tried for participation in a baccarat gamble.
The accused included Count Joseph Potocki,
Count Nicolas de Szemere, the Margraves Alphonse and Bela Pallavicini, Count Eugen Kinsky, Count Louis Trautmannsdorf, Count Andreas von Fechy, Herr von Kaisersheim,
and Count Adam Skyäcki.
None of the accused appeared in court at the trial, and the only witnesses for the prosecution were two club servants. All the accused admitted the charge, but pleaded, through their counsel, that gambling had long been the custom in the club, that they had played in a private room in the club-house, and further, fliat baccarat was a common came in most European clubs. Gambling is, however, expressly forbidden by the rules of the club, and is so set forth in notices hung on the walls.
The accused were sentenced to fines of £41. 135. 4d, each and the three foreigners, Count

It sometimes happens, not always that milk will turn sour during a thunder-storm. "It is not always the lightning that causes it, for the heat before the storm is often great enough, to make the milk ferment. But light- ning can, and sometimes does, make milk turn sour by its action on the air. Air, as everybody knows, is composed of two gases oxygen and nitrogen: but these gases are mixed together; not combined. Light- ning, however, makes the gases combine in the air through which it passes, and this combination produces nitric acid, some of which mixes with the milk and turn it sour. Perhaps it might be well to explain the chemi- cal difference between mixing and combining.
