THE PROPOSAL TO ABOLISH SCHOOL BOARDS which forms the piece de resistance of the new Education Bill, has been received with mixed feelings. It is realized to be a step in advance, that there should be one undivided authority for the education of a given locality which | 1075c] - is the express aim of the Act, but which cer- tain permissire" clauses, inserted to conciliate opponents, appear to make of doubtful univer sal attainment. This blot may, however, be.
remedied by Parliament. The other debate able point, turns on the control of the volun- tary Schools. At the present time these schools are responsible for the education of over three million children, and the ordinary School Board and purely secular establishments for over 2 millions. The question arises, how far the provision is acceptable to the nation at large, which provides out of public funds, for the maintenance of denominational schools, and, on the other hand, how far the churches will be willing to submit to a measure of popu lar control. Obviously it must be both or neither of these clauses.
