DECISION OF THE GENERALS,

It is understood. by officials of the Tientsin Provisional Government that the Generals have forwarded to the Ministers their joint recom- mendation regarding the T." P. Gto the effect that subject to the agreement of the Chinese with certain conditions, the native city might safely be handed back to the Chinese Gover ment if the demolition of the Taku forts has been completed by that date. It is stated that nearly 30 stipulations have been framed by the Generals, among them that the walls of the city shall not be rebuilt, that Chinese troops
