THREE MORE ARRESTS,
A meeting of the members of the Chiness Advisory Board was held at 3:30 p.m. yester day, says the Straits Times of 12th instant, to consider what action should be taken in regard to the murder of Mr. Rutherford. There were about ten to twelve members present
Mr. Srah Liang Seal proposed that the Government be asked in give the detective force ten days to catch the murderers, if they failed to do to arrest them all."
This resolution, however, was not put to the meeting...
Mr. Leong Man Sau proposed and Mr. Seah Liang Senh seconded and it was unanimously -resolved-that-all-the-members-should-make enquiries and do all that they could in the matter, with a view to the arrest of the murderers.

THE JAPANESE NAVY It is persistently stated that the Japanese Govemment, in appor tioning their new naval programme, have placed no order with Messrs. Vickers, Sans, and Maxim, for a firstclass battleship. This vessel, it is understood is to be of somewhat similar construction to the battleship Mikaso, which Messrs Vickers recently, handed over to the Japanese. The Mikasais, up to the present, the most formidable warship afloat,
ORLANDO'S BELL Atà meeting of the Parks and Open Spaces Committee of the Portsmouth Town Council, an application was considered. from the officers and crew of the Orlando for permission to erect in the Victori Park, Portsmouth, a bell which was captured at the taking of the Taku Forts. Chinn. The ship's company had subscribed £150 towards its erection as a memorial to their decensed comrades and of the commission. The com mittee decided to grant the application.
OBITUARY The death took place very suddenly in Liverpool of Captain Alfred Laton, R.N., who entered the Navy.in 1847. In 1861 he was senior lieutenant of the Challenger, flagship of Commodore Dunlop, during the Anglo-French expedition to Mexico, and after- wards commanded for three years the gunboats Flame and Foam, which
were angered in the suppression of piracy in Chinese waters. During his command of the Foam he met with An accident which incapacitated him from Mr. Leong Man Sau also proposed and Mr. further active service nfloat, Seah Liang Senh seconded that the Government COLONEL MARCHAND'S should obtain from the Chinese Consul General excites much interest in Paris. His circuitous a list of all thieves (including burglars, robbers; return to France over Russian territory is and murderers), for whose arrest rewards have, evidently a preconceived plan. He is accom been offered by the Chinese Government, withpanied by Major Germain and Captain as-full-particulars as can be furnished and that warrants under the Banishment Ordinance should be issued for the arrest of all such men. This was carried unanimously.

Another member of the Board mentioned that he thought that it would be advisable to introduce in the Tanglin district the system of passes and lanterns, but he declined to propose a resolution on the subject as the feeling of the
Board was generally against him.
The opinion was firmly expressed by several members of the Board that many detectives of the lower grades were just as bad as the thieves and robbers, and were partners in their crimes! Mr. Seah Liang Seat suggested that the Governor be asked to appoint a committee to enquire into the status and character of the lower grades of the detective force.
We understand that Inspector Howard has arrested three Chinamen en suspicion of being connected with the murder of Mr. Rutherford. There are now four men under arrest. Fire arms and a very sharp. sheath knife have been found and are said to be the property of the
three-men.
ANOTHER ATTACK AT TANGLIN Last night at a quarter to nine, says the S. F. Press of 14th instant, Mr. P. Luyken of Messrs. Brinkmann & Co. was coming out of his residence, "Goodwood, Scott's-rd, when he discovered two Chinamen dressed in black hiding amongst the shrubbery at the side of the drive leading up to the house. He went towards them thinking they would run away on. seeing him, but they coolly stood up and awaited bis approach, and on his questioning them one of the miscreants drew a large but cher's knife and stabbed at Mr. Lukyen's heart, but fortunately, he managed to dodge the blow, which only inflicted a slight cut on the side of his nose. Mr. Lukyen then pluckily attacked his assailants with his fists, but they apparently fearing capture made off.
