Despatches received at Shanghai from, Canton state that Viceroy Tuo Mu of that city has received reliable accounts concerning the progress of the rebellion in the South, which first began in January last in the sub-prefecture of Yulia which was also the first to rise in the winter of 1898. The Yulin rising was an insignificant one at best, but the movement became important soon afterwards, by the insurgents being reinforced by a large force of disbanded soldiery who were well provided with modera arms and ammunition, The Government troops were then defeated and the troops sent from Kuangtung to assist the Kongsi forces were driven back within their. ovurontiera. Encouraged by the reverses of the Government troeps, the insurrection spread East and West, North and South, involving no less than four provinces, namely, Xiangtung, Kuanggi, Yunnan and Kueichou. The climax canic when some 20,000 Kuangsi troops, raised by General Fing Tze-ts'ai in 1900, to go to the rescue of the Empress Dowager, were la February last turned over to Marshal Su to be gradually disbanded.
