Now Sir, if you will take a walk round the City and Kowloon you will find many available building sites lying idle, and if you make enquiries you will find that they all belong to a group of people who may be called the Landlord Ring. These men, who control the bulk of the available building sites, refrain from building in order to keep the rents of their other properties at a high figure, for so long as the demand for houses is in excess of the supply they are able to demand what rents they please and get them. Could not the Govern ment, instead of frittering away its time in naturalizing Chinamen and altering the word- ing of certain laws, pass a Bill forcing the landlords to build on these siles ar forfeit them to the Grown?
