HONGKONG SHIPBUILDERS,

Messrs. W. S. Bailey and Co., the well known ship-builders of Hongkong have been busy with orders for Manila. Last week Captain George Black left Hongkong for the Philip pines in charge of the new launch Industry, which was bullt for the Atlantic, Gulf and Pacific Company for harbour improvement work.' - The Industry is a wooden boat, 84 feet long, 11 fest beam and draws about 6 feet The captain said the boat behaved splendidly and proved to be very "light on fuel" while maintaining a high rate of speed. In addition to the Industry, Messrs., W. S. Bailey. and Co. have just completed a 64 foot Civil steam launch, supposedly for the Government of Manila. This launch is described as the "dandiest," craft ever built by the Bailey firm. Beside being furnished elegantly and fitted with every possible com fort she has remarkable steaming power and is expected to beat anything that floats on Manila Bay. Hor name at present is the Bailey and she is going over from Hongkong in com. mand of Captain "Tommy" Graves, one of the oldest China 'coast and sea skippers.

NEW LINERS FOR THE ORIENT.

Four large steamers, are now being built an the Clyde for service on the Oriental route be- tween San Francisco and Hongkong. The new vessels are to take the place of the Em- press liners at present plying on the Canadian. Australian run, now taken by the Miwera, Aarangi and Moana, The new steamers when completed will be up to the standard of the fast Atlantic liners and will surpass say thing at present plying in Pacific waters. They ⚫will be 600 feet long, or over 100 feet longer than the present Empress liners, and will have accommodation for 8oo saloon and 1,200 steer age passengers. According to the terms of the contracts, which were signed in October, the speed of the new steamers will be 2r knots per hour, as against 16 knots of the present boats, The proposal is to inaugurate a ten-day service between 'Frisco and Hongkong. It is probable that arrangements will be made for either a direct call or connection with the Siberian port of Vladivostock. It is estimated that the new vessels will cost $1,500,000 a piece. The Can adian Pacific directorate has voted $2,425,000 for their construction.

THE KWANG-SI REBELLION.

ADVANCE OF THE REBELS TO KAI-TCHEOU.

THE TRIAD SOCIETY. Information has just reached us of the ad- vance of the Kwang-si rebels to Kai-tcheow, a town about Bo miles from Kwong-chau-wan, where they surprised the local mandarins, and over powered the garrison. The little town of Shek-Sing was first captured by the rebels, who burst open the prisons and set all the prisoners free, the majority of which immediately joined. the standard of rebellion.

The Triad Society, has now joined hands with the rebels, and fresh atrocities, looting, and burning of villages and houses are reported.

If the disadvantages pointed out by Dr. Ho Kai and his friends really exist, then contend that the remedy is in their own hands. They are not forced to send their children to these Goverment Doard Schools, as they term them, as are the poorer Chinese, for they can afford to pay higher fees, which the people whose children they object to their own mixing with cannot

In my opinion the educational facilities provided by Government should be of as high a standard as possible and, as they are paid for by all, so should they be freely open to all without any class distinction whatever

The class of school asked for by Dr. Ho Kai and others I regard as being somewhat in the nature of a luxury provided for one special class or section of the community, and, being such, it should be paid for by them, for they alone would reap the benefit."

Again these gentlemen ask for a school for the education of the upper classes of the Chinese and want it reserved especially for them. Why should they make such a request? Such schools are not provided by the Govern- ment in England or, for the matter of that, in any other country. All public institutions of the kind are open to all classes no matter what their social position may be, so long, as they can pay the necessary fees. The schools reserved for the children of the upper classes are supported by the upper classes themselves and the rest of the community are not asked to contribute to them in any way whatsoever. They are, in fact luxuries and as such are paid for by those who make use of them. Therefore I contend that if those of the upper class Chinese of Hongkong require a school reserved exclusively for their children then they, and they alone, should sup- ply the necessary funds, which they can well afford to do, without asking for the expenditure of public money, contributed by all, for the benefit of one particular section of the com
