TIENTSIN, February 24th. The port is virtually reopen as the first steamer is already at the Bar, and a smalt fleet is on its way up from Shanghai. I think this is earlier than at any season, certainly within the last five years. It is generally the first week in March. Skating has been given over for quite a month now and since very little ice has been seen on the river up here. In spite of the mild winter, however, the general health bill is clean so far, and prospects are favourable.
