THE T.K.K. Company's Steamship" HONGKONG MARU," will be despatched for SAN TFRANCISCO, SHANGHAI, NAGASAKI, KOBE, INLAND SE, YOKOHAMA and HONOLULU, on SATURDAY, the 8th March, at Noon, taking Freight for Japan, the United States, and Europa. Passengers are allowed to break their journey at any point en route.
Through Fassage Tickets granted to England, France and Germany by all trans-Atlantic - lines of Steamers, and to the principal cities of the United States or Canada.
Passengers holding through ORDERS TO EUROPE have the choice of the Overland Rail Routes from San Francisco, including the SOUTHERN PACIFIC, CENTRAL PACIFIC, UNION PACIFIC, DENVER and RIO GRANDE, and NORTHERN PACIFIC RAIL WAY; also the CANADIAN PACIFIC RAILWAY on payment of £4 in addition to the regular tarif rate.
Passengers holding Orders for OVERLAND CITIES in the United States have between SAN FRANCISCO and CHICAGO, the option of the SOUTHERN PACIFIC, CENTRAL PACIFIC, UNION PACIFIC, DENVER and RIO GRANDE, and other direct connecting Railways, and from Chicago to destination the choice of direct lines.
Special rates (First-class only) to European Points, are granted to Missionaries, Members af the Naval, Military, Diplomatic and Consular Services, and European Civil Service Officials located in Asia, and to European Officials in the Service of the Governments of China and Japan.
TO UNITED STATES and CANADIAN POINTS, Special rates (first class only) are confined and will apply only to Missionaries, Members of the Naval and Military Services, and to Consular and Diplomatic Officials of the Governments of China and Japan.

Consular Invoices to accompany each shipment of Cargo or parcel (valued at $100. Gold or over) destined to Points, beyond San Francisco, in the United States, should be sent to the Companies' Office addressed to the Collector of Customs at San Francisco.
Merchant's Invoice will be sufficient for cargo or parcel (each shipment) when the value is less than $100. U.S. Gold.

Her death was peculiarly sad, inasmuch as it occurred on the anniver- sary of her wedding, Mr. Brazier was a. daughter of Dr. Wykeham Myers so long a resident of Formosa, and now of Pagoda An- chorage, Foochow Mr. Brazier with his wife and family came to this country on leave of absence sometime ago.

TIENTSIN, February 17th, MATTERS EDUCATIONAL appear to be in rather a muddle. Not long ago wo had an Edict approving Yuan Shi Kai re- gulations for a new educational system based upon the Japanese system, which has answered: so admirably. Now we have another Edict, endorsing the scheme of Chang Poshi which is probably quite contrary to Yuan's pro- gressive idea, though no particulars are given of it in the Imperial mandate. It is dated 7th 1st moon."According to the report sent in by Chang Po-shi the regulations for the Imperial Peking University are all hereby approved. The Government considers the establishment of schools throughout the provinces a matter of the utmost importance, and highly calculated
to improve the country, and these regulations must be observed and acted upon throughout the Empire. Each of the good and useful articles will be retained, the worthless ones may be dispensed with. Chang Po-shis.com" manded to continue the investigation of this school establishment and further improve the regulations, and he will be held responsible for any that are not proper. The necessary funds for the Peking university must be contributed; by the Viceroys and Governors."
The above is delightfully ambiguous. The said regulations may be progressively inclined, in which case the worthless articles rejected. would probably be those which peculiarly stamp the system as "new," and the threat to hold Chang Po-shi responsible for errors of judgment is hardly calculated to forster a pro- gressive tendency.
Aimost simultaneously with this shuffling of the Educational cards we have the dismissal of all the foreign professors in Peking, who have been paid up to date with three month's bonus, as a sort of free will voncher of China's sincere admiration of Westerners and their ways and a guarantee of better days to come.

The only thing which has been approved very condialey is to make the Viceroys and Governor re- sponsible for the upkeep of the Foreign Affairs Bureau to the tune of Tis 30,000 per annum each. This will add another straw to the burden of the Viceroys and foster, the discontent which is fast coming to the boll,
