BLAZE AT TAL-KOK-TSUI :-Shortly after half past eight this morning dense clouds of smoke were to be observed rising at the foot of bills across the harbour in the direction of Tai-kok-tsui Soon it was apparent that a big fire was a progress, and when the exact site of the outbreak was located those on this side felt that with the stiff breeze blowing, the petroleum tanks at Tai-kak-sui must be des. troyed. The Fire Brigade quickly went across the harbour in charge of Sergt. LONDON, February 13th. The American Government welcomes the treaty between Great Britain and Japan, and remains neutral; its neutrality however is benevolent and sympathetic. The American newspapers are of opinion that the United States stands to gain much by the treaty, and should give it its heartiest approval:
