France to imitate theirco-religionists in England. and Germany, who, if they possess influence, it is because no one doubts their fidelity to the Constitution in these countries. But he plainly says they are not to abdicate independence or play the courtesan to established power. Fol lowing the expression of Tacitus, he tells his flock to avoid the scrllity which approves everything, just as they are, to avold the systematic opposition which condemns every. thing. The Bishop is no novice in journalism, ni he conducted a clerical review for some years with considerablo ability,
Another ecclesiastic, Father fouin. of the well-known Paris Church of St. Augustin, has, indeed, written a dramin-a sacred one, which in subject and treatment recalls the. Passion Play of Oberammergau. It is divided into Three parts; the betrayal, the judgment, and Golgotha, with a prologue representing the entry of Jesus into Jerusalem, and an epilogue celebrating the triumph of Christ: The priest himself conducted his work, which has been set to beautiful music, when it was presented on e recent occasion in the church, and he has been greatly complimented.-P. CHINA AND THE WEST.
HER FOREIGN TRADE OF THE PAST TEN YEARS.
The remarkable report which has been issued by the Statistical Secretary of the Chinese Maritime Customs, says the British Journal of Commerce, in which he not only deals with the trade of the past year, but comments upon the commercial operations of the last ten years, seems to largely justify the remarks of His Excellency, Wu Ting-Fang, the Chinese Am- bassador to America, who politely says that Western nations know very little about China. Apparently this is so, for the Celestial. Empire bas exhibited recuperative powers which were certainly unexpected. There is a degree of unconcern about this official report which must be a little disconcerting to those who glibly talked about the partition of China, as if the wishes of 400,000,000 people, possessed of in- credible natural wealth, were a negligible quantity, instead of being, as they are, a first- consideration, if the peace of the world and the development of commerce is to be main tained. The report tells us that whatever changes may result from the events of 1900, whatever readjustments may take place in the share of the trade taken by each country, it may be confidently expected that the foreign commerce of China, as a whole, will continue the expansion which was so marked in 1899, which, it will be remembered, was a record year for trade." "If we ask why this should be we find that Wu Ting-Fang supplied the answer in his address to the American Academy, of Political and Social Science, In the course of this speech, Wu Ting-Fang gave utterance to many home truths to which we shall again refer, and some of which we might well lay to heart, and he took occasion to say. that as "a market for the world's goods China undisputedly holds the first place, for the wants of 350,000,000 to 400,000,000 people have to be supplied in some way It has been said that as a market one province in China is worth more than the whole 'continent of Africa. It has always been the policy of China to treat all. foreign nations alike. They are all most favour ed nations in a literal sense. The maintenance of an open door is exactly in the line of her. policy. But unhappily human nature is never contented. When a man gets an inch he wants an ell
Without waiting to comment upon this caus tic bit at the policy which animates the Western powers, we return to the report which states: that in 1890 the total value, of the foreign im ports was, roughly, 1344 million teals, and in 1899, 281 millions; but if the amounts are given in sterling at the average rates of exchange for the respective years, the imports of 1890 were valued at 35 millions sterling, those of 1899 at 42 millions, and no year between the two reached the figures of 1800. As regards exporte during the ten years, the total in 1890 was 107 million taels, and in 1899, 1954 millions; or in sterling, at the rates of the years, 244 and 291

A BISHOP-EDITON,
Pèro Ollivier is known as the most cloquent preacher of Paris, as he is certainly one of the poldest. He it was who, after the fire at the Bazar de Charité, declared in a sermon preach ed before the bends of the Government Notre-Dame that the catastrophe was sent from heaven as a judgment for the impiety of France. Knowing his reputation in England, 1.
an increase daring the decade; bristles, faps," feathers, hemp, hides, mata, oils, sesamur, skins, tobacco, and wood are all increasing. Slik does not show a healthy expansion, and is not likely to do so unless the disease anjong the worms is taken in hand; black tea has fallen away, while green ten has held its ground, and brick tea has improved. It must not be ever. looked when considering the figures relating to imports, that the report admits that these.
