Postal arrangements during the winter do not facilitate the maintenance of an unbroken diary, but matters will improve, let us hape, with the reopening of the Port, though if the Bar repeats its last year's performances mails will lie at Taku with a tantalizing laggardness. All our hopes are pinned now upon the Tv P. Gi being maintained and the Bar properly surveyed and dredged. The British surveying ship Vater. wilch has the matter in band, and the Chani ber of Commerce is doing its best to get some schema through by which commercial and residential rights may be aliko secured it is estimated that, a powerful dredger kept con- tinually at work would keep open a channel for vessels, and with the improved river uninter supted navigation might be rendered possible
The mild weather has been succeeded by a cold snap, which added very much to, the success of the Masonic Ball, which proved a masterpiece of entertainment and was immen sely enjoyed by all. The Masonic Body do nothing by halves, and every detail of the arrangements evinced a most, thoughtful and painstaking care for their guests. Hard work converted the Hall, which was in the hands of the Vaudevilla Troupe until past midnight on the zoth inst., into a bower of Masonic beauty within eighteen hours, the whole Hall being draped with blue and white, relieved by shields with the various Masonic emblems.
A few days ago the Russian Minister called on Prince Ching and again urged Russin's long established friendship for Chinn, and her obvious right to be accordingly considered in the matter of mining rights in Manchuria. Prince Ching: avowed, him. self helpless to do anything if the other Powers objected. The Russian Minister is said to have smiled, and pointed out that their objections were hardly likely to have any serious issue, as it was highly improbable that England or any other Power would fight her on China's account. China owed Russia a lot of money, therefore Russia had every right to demand that the mining privileges should be in her hands. These sort of interviews are quite frequent, but we do not learn that any thing definite has resulted. Though the fact of China's formal acquiesence remains in obay. ance however, the primary fact of Russia's occupation remains, and possession is mine. points of the law.

-Brigandage is still causing trouble around, and a few days ago a village to the South of Tientsin was attack, a party of armed.ruffians breaking into the house of a man named Yang, who was absent. They seized, the poor wife and, in order to make her confess where their money was hidden, the brutes squeezed her into a large iron pot and lighted a fire underneath it As there was no money in the house to discidle, the wretches finally cleared off, leaving the woman to her fate, but when found later by the neighbours she was still alive and had probably suffered more from her cramped posi tion than anything else.
The TP, G Police Department has issued a strongly worded notification that in conse quence of the boiler explosion at the four mill the other day, no Chinese must set up a boiler or machinery without first notifying the T.P.G. who will then allow an official to inspect the plant and see that it is properly fixed and in working order. A liçence will be granted those in possession of proper plant, and those who fail to report themselves will be punished. This is a wise precaution so far as it goes, but it is not so much the position and quality of the boiler as the absence of water in it which causes the explosion, and does not every one know the difficulty of impressing the Chinese with the truth that kettles, etc. left without water will "bust"
