THE CHINESE MINISTER Sir Chi Chen Lofengluh, the Chinese Minister, has just undergone a slight operation, and, though lie is still able to conduct the business of Legation, he does not leave his room. His indisposition is of many months' standing. No precise date: has yet been fixed for the arrival of his succes sor, but it is anticipated that he will reach England in time for the Coronation.
NEW WARSHIPS The Admiralty have issued to Clyde shipbuilders, specifications for two battleships, five armoured first-class crui sers, and two thirty-class-cruisers. The baule ships will be of 16,500 fons displacement. The Admiralty ask that the tenders for the battle- ships be pushed forward, so that the contracts may be placed expeditiously. The third-class cruisers will be of 3,000 tons displacement. AN EASTERN NAVEL CADET The name of Mr. Terence A. F. Longford, (son of H.M. Consul at Nagasaki) appears in the re cently published list of successful candidates for the Britannia. There were 327 candidates for 61. vacancies, and Mr. Terence Longford passed direct from school without having been to one of the regular Naval crammers, on first trial, and at the earliest possible age under the regulations.
PRESIDENT ROOSEVELT ON REFORM
A cable message to the Shanghai Times says that President Roosevelt has issued an order prohibiting all officials or employees of the Civil Service from doing or saying anything calculated to influence legislation, under penalty of instant dismissal. It is thought that this step is the commencement of a series of measures for the parification of the public service, as it bars office seekers from promising. to reward their supporters by wire-pulling schemes..

Upon a search party going on board they were horrified at discovering the chaned bodies of three Chinamen, who had apparently been suffocated and then burat in their bunks. it is presumed that the cabin door was locked and that they were unable to escape the flames which every second were eating their way to the unfortunate victims. Their names are Ho I, who was 22 years of age, and Chung Wai-1, 33; both firemen, and Chau U, 32, a cook, ati of whom were employed on the boat. Their charred remains were removed to the Public Moituary.
It is estimated that the damage to the launch. is about $25,000 and is not covered by insur ance. The cause of the fire, which is supposed to have originated in the hold, is at present unknown.
