THE WHALE IN THE BARBOUR. To TK EDITOR OF THE HONexong TelegrafII.” DEAR SIR,I see in a recent issue mention of a whale being seen in the harbour. I wish. to relate that the crew of H.M.S. Waterwitch saw the above and took it to be a capsized junk until it blew off three times in succession be- tween the C.P.R. steamer and Holt's buoys; then we decided it to be a black fish of in- mense size. It was in view for fully five minutes or even more. (loping this will give the required information.

Since the stirring events, of the Chino-Japa nese War little has occurred to break the even tenor of its life. At the time of the Boxer movement, tliere was a small kindred display here, Certain of the "invincibles "assiduously cultivated the impression among the villagers that the "foreign devils" were, going to take away their land, and thus worked up a half hearted rising. An attack was made on the Boundary Commission under Majer Penrose R.E., when it was engaged in delimiting the frontiers of the territory; and before the guard could come up the Major and another officer. were severely handled. It was the irony of fate that the sharp lesson the fanatics received on this occasion, in the shape of a few well-directed volleys, should have been administered to them by their own kith and kin-a company of the 1st Chinese Regiment. The insurrection, if such it may be called, evaporated then and there..

It cannot be denied that the develop- ment of Wei-hai-wei as a naval station has been retarded; for a time at least, by the South African War. Forts had been con- structed, principally on the island; emplace- ments for guns of

of heavy calibre were ready,

And here we find the foundation of another phase of its development, which, in-the-ordinary course of events, nothing can retard. The fature of Wei-hai-wei as the summer station for the. fleet, the health resort for China, ls assured.

But, it will be asked, what has been done to the place as the hand of Nature left it, as the stand-stil! Chinaman has left it, to fit it for its new role? Briefly, three things (1) new means of communication (2) scientific sanita. tion (3) summer residences.

Under the first heading comes steam com- munication between the island and the main. land. A launch runs three time a day be tween the Admiralty Pier, Lia-kung-tao, and the new jetty on the mainland, covering the distance in 15-20 minutes. From Half Moon Bay past this jetty, and along the shores of Narcissus Bay as far as Flagstaff Hill, a distance of six miles, runs a fine new road, constructed under the supervision of Major Lee, R.E. This will soon to be extended along the whole sea front of the territory-a distance of 20 miles. Inland, past the old native city, and skirting the north flank of the Seymour Range, runs another new road; at present 8 miles in length, which the spring will see completed to the boundary-14 miles in all. This road follows, in a generally western direction, the old native track to Chefoo. Yet another well-engineered high way deserves mention-the Hill Road to Waterwitch Bay, which crosses a gap in the Fitzgerald Range at a height of 600 feet and

Under fair conditions, it may be claimed that British jurisdiction means sound sanita- tion. Joba Chinaman has found at Wei-Hai- wei that he has, willy-nilly, to conform to the ordinary laws of health. There are two well-

equipped hospitals in the colony, under the direction of Major Starr, RAM.C. A great boon to the community has been the sinking of new wells. Certain of these are kept under lock and key for the sole use of Europeans. The water is pure; highly mineral, but, free from bacteria.
