Council regulating appeals to the Privy Council. Three minority reports were pre- scaled. In commenting on these recommen- dations and committee reports, Mr. Cham. berlain says, in a despatch addressed to the Colonial Governors -The result of the Con-

ference has been to show that no far-reaching alteration in the present tribunal is desired, or would be considered satisfactory by the Colonies generally, and so long as the Colonies are of that opinion, His Majesty's Government do not propose to make any material changes for the establishment of an Imperial Court of Appeal,

A DYING AGITATION.

It is rumoured, and indeed boldly stated, by some correspondents, that the order has gone forth thus briefly and emphatically from high quarters concerning the anti-Chamberlain agita- tion. If this be true, the official mind has admirably expressed the mind of the people. In a former communication 1 expressed the opinion that the students were going at a pace which could not last. They have already run themselves to death. There will be meetings yet, but for all purposes the agitation is as good as dead. It is, indeed, highly interesting to note the remarkable change in the whole tone of public feeling, as expressed in the general conversation and manner of the average Ger- man. A week or two ago the 'German intro- duced the subject, either by way of chaff or in an effort to obtain a serious opinion from un Englishman. Today I asked a German when and where the next'students' meeting would be held, as I should like to see the fun.

"Oh, we've had enough of Chamberlain," be said, with the air and tone of a thoroughly bored man. "I hope you have had the good sense not to take things too seriously during the last few weeks," he added, as a sort of fare- well concession to the subject before starting on an entirely different topic; and taking this very plain bint I naturally did not refer to the matter again.

The change, however, was so marvellous that I made a point of testing the feeling else where, and I found the same evidences all round of a general determination to leave the subject alone. The commercial outlook grows no brighter. Trade shows no sign of getting better, and the reasoning power of the German is beginning to remind him that, instead of wasting his energy over denunciations of a war which, as he himself admits is only one cause of bad trade, he had better grapple seriously with the other cause. And bis common-sense is also convincing him that when business is bad it is extremely unwise to quarrel with a wealthy neighbour.---P. M. G.

DESTROYERS.

MANY TRIALS NECESSARY.

A return has just been pablished giving the names of the 'various torpedo-boat destroyers which have been built for the Admiralty, with the dates they were ordered, the dates they were launched, the number of official trials to which they have been subjected, and the datas when they were accepted by the Admiralty, or, in the case of unfinished boate, the expected dates of delivery. Some of the builders experienced great difficulty in getting the contract speed, and of the so-knot des troyers six had to be finally accepted at 29 { to 20% know, 'The Ollir underwent 12 pre- liminary trials and 8 official trials before she was accepted, while the Express, which was to steam 33 knots, had, up to the time the Retur

· was issued, mado 27 preliminary and roofficial trials without success. It would appear that on the average about ten trials have to be made with (these vessels, before they are finally accepted.

Difficulty was also experienced with the earler bosts of less than 30 knots speed. In one in stance the trials began pa the 33rd August, 18gs, and the vessel was not accepted till the 14th May, 1900, and in another the trials com- menced on the 13th March, 1866, and the vessel was accepted on the 30th January, 1901.
