NEW GUINEA,
Papers laid before the States General shew that strenuous efforts are in progress to establish formally the authority of the Government in Dutch Now Guinea. Officials have already been stationed at several spots, but they have not done much in gaining an fluence over the wild inhabitants of the land. A good deal of surveying work has been carried out, and certain savages who bad made raids into British New Guinea have been severely pun- ishe:!. Hopes are held out of greater progress in settlement in the near future. Many Eur. opran traders and pearl fishers have applied to the local Dutch authorities to settle in Nettier lands New Guinea. One of them is Mr. M. J. Lake, a wealthy pearler. Another is the great Australian firm of Burus Philp and Co., which wants to start in that quarter a branch of its business. It is expected that, when the first step is taken to establish an effective and well organised from of government in Dutch New Guinea, a flow of trading immigrams will set in to the south coast. These immigrants will probably he mainly Japanese, Filipinos, and Chinese from Thursday Island and Queensland, fleeing from the Asiatic immigra. tion restriction laws in Australia. They prefer

Per Messageries Maritimes steamer Caledo the south coast of Dutch New Guinea so as to be close to Thursday island which is an im- sien, connecting with the steamer Tonkin, at portant port of call. The Roman Catholic Colombo, from Marseilles, Nov. 24-To Yoko- missionaries there, of whom many are Nether-hama: Mr. and Mrs. Nakai, landers, favour labouring in Dutch New Guinea, and have repeatedly asked leave to form stations on the south coast of that possession. The' maia hindrance to settlement on any large scale lies in the savagery and lawlessness prevalent in the Dutch section. Measures have been taken to curb these evils, The Tugere tribe especial y have. suffered severely at the hands of the Dutch authorities. The unhealthy climate of the coast districts is the main obstacle in the way of bringing these
savages under--Straits Times.
A DISTINCTION WITH A DIFFERENCE.
Ou Mr. Justice Wills taking his seat in the King's Bench Division recently a special juror asked to be excused from serving on the ground that he was a member of the Bar. His lordship inquired if the applicant was a practis ing barrister, which drawn reply in the negative, but applicant explained that he had practised in a British Colony, and had only recently retumed to England. He was a member of Lincoln's Inn.
His lordship said that exemption from ser- vice applied to practising barristers only, and he refused the application.
THE CURSE OF CIVILISATON. The temperance question is now becoming a subject of European interest. At the recent meeting in Germany of the "Society for Com- bating the Use of Spirituous Liquors" some very interesting German statistics were given. It seems that in Germany £130,000,000 are
