ROM the 1st December, 1901, until about the end of February, 1903, Routing obstructions will be laid, from time to time, to the North of Stonecutters' Island;
The obstructed area will be bounded on the West by a line drawn from the most Northern point of the Island to the Watering Fier at Lai-chi-kok, and on the East by a line drawn from the Government Pier, on the North shora near the Magazines, in a N.N,E, direction to the mainland.
Vessels and Junks are prohibited from un- choring in the obstructed arca
A fairway, about 300 yards wide, will be buoyed through the abstracted area being marked on the North by z red: buays, and on the South by a small back buoys carrying while flags No obstructions will be laid within this fairway, but vessels and junks are prohibited from anchoring therein.
At night the red buoys marking the North, side of the fairway channel will carry red lights whenever any obstructions are laid.
Steam vessels must always use the fairway; sailing vessels and junks may sail across the [995c obstructed area in day time at their own risk.
All obstructions will be flouting on the surface.

A PADDY QUESTION IN COCHIN- CHINA.
The Saigon Chamber of Commerce appoint- ed a commission to report on samples of paddy. sent in for receiving a Government prize for the best exhibit. The commission, in their report, censured the growers for their indiffer
ence to the improvement of the grain they send to market. The grain is said to be badly sorted-good, bad, and indifferent qualities being mixed. A prominent evil lies in the fre quent occurrence of yellow grain. The paddy thus prepared for market is heaped up care lessly in store-houses to deteriorate and become mouldly, until the holders see fit to sell it Rich Inndlords practise this the oftenest. They can afford to wait. In by-gone years they had made profits which they had hoarded up without a thought of employing it in the encouragement: of agriculture. This is said to be the greatest.. [1284c evil that besets the Colony. The profits of the
cultivating classes are withdrawn from circu lation, and become, as it were, unproductiva capital, which is only turned to account when an opportunity offers for buying more land to enlarge the owner's holdings. In one province, the stocks of paddy now withheld from the market date from 1900. The grain is turning yellow and becoming damaged from moisture. The commission wants the Government to pass a law to force growers and holders to sell their stocks of old grain before laying in stocks of new grain.
