It was but a few days ago that Mrs. Rogers was enjoying her usual open-air pastimes of tennis and riding, and paying visits, apparently in the best of healthy and this morning we hear of her having passed away. WHO IS A BRITI· SUBJECT?

It is natural that we, these tight little islands, should jealously guard the social advantages, the protection and field for advancement which are enjoyed by those win can claim to be Brit- ish subjects. But in the eyes of the law there, is considerable confusion as to the necessary. qualifications which outsiders must show be fore they can be admitted to, all the privileges of citizenship. On this account the Home. Secretary appointed an inter-departmental committee eighteen months ago to report "upon the doubts and difficulties which have arisen in connection with the interpretation, and administation of the Acts relating to naturalisation, and to advise whether legisla tion for the amending of those Aets is desira ble, and, if so, what scope and direction such legislation should take." Who is a British subject? The committee point out that:

To the common law belongs the fundamental principle that any person who is born within his Majesty's dominions is from the moment of his birth a British subject, whatever may be the nationality of either or both of his parents, and however temporary and casual circtimstances determining the locality of his.} birth may have been.

The report recognises that there are and should be limits to the admission into the enjoyment of the privileges of British subjects in certain exceptions. The committed think that it should be, clear that persons under dis-T

ability, i.c., minors, married women, idiots and lunatics should not be capable of receiving certificates of naturalisation.

In conclusion, the committee recommend the repeal of a number of old enactments dating back to the time of Edward III, and they suggest that:. :

The existing law as to acquisition of British

nationality by parentage should be enacted in a simpler form, with this exception, that where the father was born out of His Majesty's dominions a child alsa born out of such

dominions should not be a British subject.

Provision should be made by legislation enabling a Secretary of State, or the Governor, of a British possession, to confer the status of a British subject upon persons who fulfil the requisite conditions in any part of the British dominions, and that the stus so conferred should be recognised by British law everywhere, both within and without His Majesty's domi- nions,

Considering that it de nine years since a Chrysanthemum Show was held in the part, the exhibits on Wednesday were remarkably good. There is a good deal of difference between culli- vating these flowers for our own pleasure and gratification and paying that extra attention to them year after year which is naturally done when perfection is aimed nt with a view to come peting with you neighbours at a public show. And then apart from the flower lover's interest, think of the native gardner's extra exertions when there is to be a show-a Chinaman loves competition. Taking all this into account, the exhibition of Wednesday must be pro- nounced as having been. surprisingly good, And we may be sure that if it is under. stood that tbo showing is to be of annual recurrence we shall very soon reach the standard of excellence attained here in the eighties. The same remarks apply to other plants. The pots of Amaranthus, Coleus, Crotons; Dahlias, and other flowering plants exhibited on, Wednesday were all fairly good in their way, but how much better they will be in the future If annual shows may be looked forward to.

The cut flowers attracted good deal of attenz tion, as did, also, the early vegetables –Echo..

The conditions necessary for the acquisition. and loss of the status of British subject should remain as at present, with certain modifications. as to residence, revocability of certificato, and alllerwise.

The law is to the acquisition and loss of the status of a British subject by persons under disability should be simplified and modified in the manner stated in detail in the report,-
