In moving a reduction of $100 on this vote, the Hon. T. H. Whitehead said--The state of roads in the Colony in former years used to be favourably commented upon. For some time 730) past the roads in the City of Victoria, Kowloon, and elsewhere bave been far from satisfactory, in fact, their condition has been characterised us discreditable and disgraceful. As it cannot be for want of funds, will the Honourable the Director of Public. Works inform the Council who is responsible for the unsatisfactory state of the roads and the condition of the Praya in the neighbourhood of Blake Pier as described in this morning's leading article of the Daily Prevs? I have to-day taken the trouble of goin: down to sausfy myself regarding it, and found the article is substantially correct...

The Colonial Secretary With regard to the roads, I am glad to be able to find myself in accord with the hon. member. The roads are not satisfactory, and the fact has been fully recognised by His Excellency, who has issued orders that they are to be made satisfactory, and has asked to have a report thereon handed in in as short a time as possible, I am sure that all members of this Council are as anxious as the hon. member that the roads of Hongkong, should be a credit regard to the article in this morning's Daily Press, upon which the hon. member has take such speedy action, that is, a matter which been referred 'to the Sanitary Board, as the responsible body, and when they have reported the hon, mumber, if he desires it, will be furn ished with a copy of that report:

Under the head of Legal Departments the Hon. T. H. Whitehead, referring to the Cochrane Street disaster, said-With reference to the second magisterial enquiry into the collapse of houses 32 and 34. Cochrane Street, resulting in the death of 43 persons, the Crown Solicitor, in reviewing the evidence, submitted that the persons to blame in the matter, of the collapse were: in the first place, the architect on whose professional knowledge the owner relied, and who gave it as his opinion, without making any examination at all, the houses were fit and good secondly, the official responsible in the Public Works De. partment, who, without making any examina. tion whatever, passed the plans; and thirdly, the head of the Department who had allowed the staff in charge of the duties of the Building Ordinance to dwindle down gradually, although the work was increasing, until it consisted of Mr. Crisp. He had actually taken away the assistant engineer in charge of building work. D. V., Madame sind appointed nobody save one overseer, who had just come out to the Colony and hardly knew the streets. In this way an Ordinance which had been very carefully framed had been allowed to dwindle down to a mere farce. Mr Bowley, in conclusion, ask d his Worship & bring in a verdict, in addition to his previous finding, that the deaths of these people were due to the adding of a new storey o the rotten party wall, and that the architect who recommended the addition and the Department which sanctioned it were guilty of gross negligence." BUFFALO, N.Y., Sept. 14th, Theodore Roosevelt to-day was elevated to the chief magistracy of the United States. Ho took the oath at 3:38 this afternoon in the library of the residence of Ansley Wilcox, a personal friend, with whom he stopped earlier, in the week when the physicians thought President McKinley would recover from, the wound in flicted by the assassin.

Secretary Root who, zo years ago, had been present at a similar scene when President Arthur took the oath after the death of another president, who fell a victim to an assassin's bullet, almost broke down when he requested

Mr. Rosevelt on behalf of the members of the cabinet of the late President to take the pre- scribed oath. There was not a dry eye in the room. The new. President was visibly shaken, but he controlled himself, and when he lifted' his hand to swear it was as steady as though carved in marble. With the deep solemnity of the occasion full upon bim; he announced to those present that his aim would be to be William McKinley's successor indeed as well as in name. Deliberately he proclaimed in these words:

"In this houoter of deepesi terrible national bereavement, I wish to state that it shall be my aim to continue absolutely without variance the policy of President McKinley for the peace and prosperity and honour of our beloved country,"

President Roosevelt to-night issued the fol- lowing proclamation as President of the United

State:

"A terrible bereavement has befallen our people. The President of the United States has been struck down, a crime committed not only against the chief magistrate, but against every law-abiding and liberty-loving citizen.

"President McKinley crowned a life of earn- est love for his fellow man, of most earnest endeavour for their welfare, by a death of Christian fortitude, and both, the way in, which he lived his lite and the way in which in the supreme hour, of trial, he met his death, will remain forever a precious heritage to our people. "It is meet that we as a nation express our abiding love and reverence for his life, our deep sorrow for his untimely death. his first term as President-in his lawyer days be very often passed a pork butcher's shop on the way to his office and back home. in the morning he used to notice that sausages were twenty cents a pound always. The sign read;

"Good Fork Sausages," 25 cents.

Sometimes they were twenty cents a pound in the evening, but more often twelve. The sign might even read:
