ALLEGED SECRET NEGOTIATIONS IN PEKING, The Universal Gazette is responsible for the statement to the effect that Li Hung-chang has been lately closely secreted with the Russian Mintater at Pek ng negotiating, it is alleged, concerning the three Manchurian provinces. Owing, however, to the exceedingly private nature of the meetings thoʻpublic, apart from the knowledge that they related to Manchuria, have not been able to get even an inkling of what actually took place between this well- known Rustophile and his Muscovite Master. From information received through other sources, there is probability that the result of the negotiations mentioned above will not be far from what was prognosticated in these columns several weeks ago, namely, the *lease of the most northerly portion of Manchuria, that is to say, the Chinese Amur | 10734) region, or Heilungchiang,. to Russia,-"on certain conditions,"

THE ADOLISHMENT AND AMALGAMATION

OF YAMENS.

The Tientsinh-jth Sin-wên learns from Peking shat there is a report current there that the Council on Government Affairs (Chêngwu' Ch'u) is considering about abolishing, and in. certain cases amalgamating, the innumerable yamêns, courts and ministries in the Capital so as to make the whale number of Boards or Ministries thirteen in all. The Senior Ministry or Board is to be the Ministry of Foreign Affairs, the former senior yamên, the Board of Civil Appointments, to be second, the Board of Revenue, third, and so on. On the other hand, the yamen of the Poking Gendarmerie is to be named the Metro- politan Police Bureau, whilst it is proposed to. amalgamate the Hanlin Academy, Superviso rate of Instriction of the Heir-Apparent and the Tropeial Academy into one Ministry, namely, that of Instruction; and the Office of

Transmission of Imperial Edicts, etc., to be amalgamated with the Grand Secretariat. A number of subordinate yamêns of a sinecure nature are to be abolished,

Sheng, as Director-General of Railways, has provided five railway carriages for their Majesties the Emperor, Empress Dowager, Empress, Chief Imperial Concubine, and the Heir-Apparent, respectively, whilst it is now reported that, for the Princes, nobles, bigh ministers, and other members of the Imperial following, over zoo carriages are to be held in readiness to transport everybody from Chenting. Chibli, to Peking. Special crockery has also been made for the use of the Imperial members -at-meal whilst-travelling on the line, each dish-

Loyang was the capital of the Chou dyrasty, over 2,000 years ago, and efforts are being made by a large body of reactionaries to persuade the Empress Dowager to make Loyang the Capital of the Empire instead of Kaifeng or Peking Fardoonji, K.
