The visit of the CZAR to France appears to have cemented still more firmly the alliance which has long been supposed to exist between the two countries, and Reuter's telegram of 23rd instant shows that so for as the Far East is concerned the allies are we are told, signified her intention of co- deternfined to work together. Russia has, operating with all her strength to the suc cess of French enterprises in the Far East, and it is hardly to be supposed that France, on her part, has not made a similar prouisty.
