THE SANITARY BOARD. TO THE Zorrax or the "Homczono TuĹtoranu." SIRA week or so ago I took the liberty of suggesting, in your columns, that the lay members should adopt the opinions of the Medical Officers of the Board in endeavouring to keep the Colony free of disease. Yesterday the, Medical Officer of Health (Dr. Clark) seconded by the Principal Civil Medical Officer (Dr. Atkinson) proposed that, in order to pre- sent a probable outbreak of yellow fever, a resolution be sant to the Government asking them to support the Board in their en- deavour to obtain post mortem examinations of infants that die in the convents within a few hours of admission,
To point out the enormous mortality amongst infants horn in the Colony it may be mentioned that the Medical Officer of Health in his report for the year 1900 stated that "out of 1000 Chinese infants born in the Colony only 72 survive for a period of twelve months,”
Any one reading this passage will recognize the advisablity of holding post, mortem ex- aminations of infants to determine the cause of death.

Two Sikh constables now appeared, quickly followed by Dr. Simpson, who pronounced life to have been extinct for about four hours, and then Police Inspector Brennan arrived. Later on the body was removed to Tan Tock Sang's Hospital, under supervision of the Police, where the inquest is to be held to-day,
The suicide was a most determined one. The room in which the deed was committed is a small one, having an open aperture about 4 ft. by 2 ft. facing Change Alley, at the top of of the aperture is a convenietit place to secure a rope, and here Mr. Ruchwaldy had fastened a stout cord, and allowed a four feet drop of rope having a running noose at the end. The un- fortunate man must have placed the noose. around his neck, climbed into the aperture and jumped outside, his feet being then twenty-five or thirty feet from the ground,
It was very unfortunato, that the Chinese boy who attends on Mr. and Mrs. Ruch- waldy, who, by the way, had only recently taken up quarters on the third story of the building, should have informed his mistress of the tragic occurrence, with the result that the poor lady, attended only by her young sister, endeavoured, but without success, to render assistance to her husband, the result being a very distressing scene.
Deep sympathy will be extended by all to Mrs. Ruchwaldy and the other members of the family in the sudden calamity that has thus befallen them
It is generally known amongst the friends of the deceased that for some "time back. Mr. Ruchwaldy had been in negotiation with the proprietor for the taking over of the Singapore branch, bet owing to an apparent impossibility of arriving at satisfactory terms Mr. Ruchwaldy had been greatly disappointed, and it is here that the real motive of this sad suicide is to be looked for,

At a meeting of the Board held on the 13th June we find Mr. Brewin asking the Medical Officer of Health "if he had stated in his report that out of every thousand children born in the Colony seventy-two died" It is therefore not surpris-the Coroner ing that when a resolution to be sent to Inspt. Brennen was ;resent on behalf of the the Government is under discussion, Mr. Brewin wants a "little more time to think over it," The members of the Board however, thought an adjournment unnecessary and carried Dr. Clark's motion by a majority. The Board will meet in a fortnight, and Mr. Brewin will no dout be there, but, alas, no pearls of wisdom will fall from that gentleman's mouth on the advisability or otherwise of sending a resolution to the Government re post mortem examinations of infants dying in the Convent. A loss too awful to contemplate. It is, however, some satisfaction to know that although we have lost Mr. May, Mr. Brewin is st'll with us.

A TRAGIO SUICIDE IN SINGAPORE.
MR. N, RUCHWALDY HANGS HIMSELF,
A great shock spread through Bingapore last night when it became gradually known that early in the evening Mr. Nathaniel Ruchwaldy, manager of the local branch of the Robinson Piano Company, had committed suicide by hanging, says the Free Press of 12th instant
It appears that at sometime between balf past five and a quarter to six some natives passing through Change Alley were homified at the sight of the body of a man, dangling from a rope suspended from one of the windows of Messrs. Kelly and "Walsh's second floor rooms, which overlook Change Alley. SHIPPING REPORTS.
Capt. Textor, of the steamship Devawongar, from Swatow, reporta-Fine weather with
from Calcutta, Penang and Singapore, reports:

a rope which was suspended from a beam. His feet were touching the ground and the body was partly turned towards them. Wit ness at first attempted to cut the rope. The Sikh policeman raised the body while witness Sapt. Tang....... unfastened the noose from Me Ruchwaldy's neck. They laid the body on the floor and
wifness went in search of a medical officer. At the Cricket Club. he met Dr. Simpson, who went at once with him to the scene.
Witness produced a letter which he said. had been written to him by Dr. Ruchwaldy on Tuesday and which, witness said; would bear on the reason for his act..' The Coroner, how- ever, declined to see the letter.
Dr. A. B. Simpson was next called. He stated that shortly before 6 p.m. on Wednesday be was at the Cricket Club. Mr. Robinson came and told him that a man at the Robinson Piano Co's had hanged himself. Witness got some- brandy and went at once with Mr. Robinson. On going upstairs be found deceased lying on his back on the floor of a small closet. Witness made an external examination of the body, There were no marks of violence on the arms or trunk, but there was a deep ring round the neck and witness concluded that deceased bad banged or strangled himself. From the amount of rigor mortis present, witness thought that the deceased had been dead three or four hours.
After further evidence had been given by the Chinese servant of the deceased, and the Sikh policeman, the Coroner returned a verdict of suicide by hanging---Straits Times,
