The language agitation in Malta, is fast as suming th
the aspect of open disaffection, and excesses of vari as kinds have already been perpetrated. The pouring of corrosive fluid over the marble statue of the late Queen, by some of the mob has indeed caused a temporary re-lower deck, but the lower deck on the weather action by alienating the more respectable agita side was unsafe on account of the occasional tors, but there is little doubt that a storm is brew big seas, of which i measured, one, or two ¡ing. In Sir Francis Greenfell, it may be that of 40ft. or upwards.
It is these larger the unruly populace will find it has met a master, seas which nver the attention and remain but for the moment the Colonial Office has to in the recollection of the spectator. I do face the fact that the position may at any hour not think anyone co ld fairly be blamed become critical. The trouble arises out of a for, saying that on this occasion. the decree issued some months ago, enacting that ship met with waves about doft. high, for after the lapse of if een yeafs, the English lan- they were not seen only once, but many times, guage should be definitely adopted as the lan yet, as I could guess, the average height of the guage of the Cours of Malta, It will be rememwaves was not more than soft. to 23ft, bered that in 1898 an officer in the Army Pay think it probable that when we hear, from aes „Department was committed for contempt by i

Maltero Judge, for refusing to sign a deposition
written in the local dialect of which he was entirely ignorant, This case undoubtedly brought matters to a climax.-It could not be tolerated that an Englishman in the English Court of an English Colony, should be debarred from pleading his evidence in his own tongne, It is interesting to note that in Malta, the most densely populated place in the civilized world, only 4 per cent of the inhabitants desire -to become Italian citizens, although nominally it is for the maintenance of that language that they are aw agitating. As a matter of fact, the natives do not speak Italish at all-except about 3 per cent of the big tradespeople--the prevailing patois is a mixture of Arabic and Greek, with a smattering of Italian, resembling that soft sounding tongue considerably less than pidgin resembles real English. Moreover, when by the new regulations introduced into the public elementary schools a year or two ago, Maltes: parents were given the choice of having their children instructed in English or Italian, 99.4 per cent in Malta and 97.4 in Gozo decided in favour of English. It cannot, there- fore, be said that the enactment of the Colonial Office was unreasonable, or that any real grievance was created thereby. That, however, appears to be beside the question, so far as the Malte c are ton erned.
THE CHUSAN ARCHIPELAGO.
AN INCREDIBLE STORY,
TOKIO, September 1st. Three Russian warships were lately ordered to the Chusan Islands. It is reported that the
Russians want to occupy the islands, is they see that it would be a great inconvenience if another power occupied the islands. The Russians intend to send warships to these
waters constantly-in future and to survey them, besides establishing-some-building on the island's preparatory to asking the Chinese Government to lense them. If the above're. port is true. it is a question if Great Britain will bok over the matter.Mainichi.
NA TUNG'S MISSION.
As noticed previously in this column, says the Kokunin Shimbun of the 3rd inst, Na Tung, the Chinese messenger of apology for the *murder of Chancellor Sugly ama, left Shanghai on the 31st ult. by the Kohe Maru. The "Mission of Repentance" appear to be con ducting themselves in a easy manner, so that our authorities concerned have so far no official notification. Accordingly, it is suggested that the first introduction of the Embassy will be made by the Chinese Minister at Tokyo By the way, our Shanghai'contemporary is persist ent in stating that Na Tung is the notorious so-called "white-washed "Manchu Boxer chief, erstwhile one of the ablest iteutenants of Prince Tuan and the alleged deceased Kang Yi, in the outrages inflicted last year. Even on our part, the Chinese Government seem to Jack sincerity in their professions and underrale. the gravity of the present occasion But we should not like to see that our Govery ment are so severe as not to overlook any slight deviation from the truding etiquette, on the part of the "Bogging Pardon Embassy " despatched in accordance with an edict of the Emperor in the Fugitive Court at far distant Hsian-fu. So it is not hopeful that our auf thorities concerned goto the length of imitating after the method elaborated by the Kaiser in reference to the reception of Prince Chun. At any rate, we cannot but wish that Na Tung's mission will not meet any deadlock. More over, it does no harm to our country, as we think, that the Ambassador conducts the in- vestigation after his real business was dis- charged, on the matters regarding finance, taxation, justice, and police. If our adminis. trative System may be thus introduced more or less to the Middle Kingdom, it indirectly, en- hances the prestige of the western civilization. THE SIZE OF DOEAN WAVES. A writer in Knowledge, the scientific journal, on the size of ocean waves, shows the The following is difficulty of defining a wave. a short extract from his article: If we want
storm 40ft or it may be soft. or 6oft, in height, we must interpret the statement to mean that this is the measure or estimate, of the average height of the greater waves, of which some were encountered and a number seen during the storm, and I see no reason to quarrel with such a mode of statement. It admits, how ever, of an apparent discrepancy of probably 100 per cent. between the values assigned to the height of ocean waves, according to whether we adopt the concrete or the abstract notion of a wave."
