Mr. Brown, secretary of the American Pres byterian Board, having asked Sir Robert Hart for his views on the missionary question, has received a long reply containing some state- 'ments of importance.

NECESSARY LOOTING.

Sir Robert does not believe that any missionary has brought one Chinaman to pun ishment who has not richly deserved it. There are still at large many whose punishment would have been good in the interests of future peace... Concerning the question of loot, Sir Robert Hart says:-

"We looted during the siege for food and for materials to make sardbags. Afterwards we had to find houses and furnish them, and we had also to find food for ourselves and for the Chinese who accompanied us. The necesity was forced on us, and it grew out of the lawless doings of the Chinese themselves. The missionary was, certainly not worse than his neighbout, probably better, having better reasons than others in justification of his con- duct. The circumstances must be considered. I'do not think that the Chinese sufferers will specially distinguish the missionaries from

DELAY OF RETURN ADVISED.,

It would be better, Sir Robert thinks, if the missionaries left the righting of wrongs to the authorities. The times are out of joint, things are anomalous, and someone must tend and act

promptly. Meanwhile it is prudent and de- sirable in his opinion, that the missionaries should delay going into the interior.

THE POPE ON THE BOER WAR.

The Pope holds that the Boers should accept the inevitable and should lay down their arms. This came out in a conversation which His

Holiness lately had with Cardinal Gibbons, the only American Cardinal. The Cardinal found His Holiness in good health, with unimpaired memory. He forgets nothing," said Cardinal Gibbons, and his thoughts range over the 'entire world. His Holiness deplores the con- tinuance of the conflict in South Africa, believ. ing that, while war is at times a necessary scourge, the vanquished there should accept the judgment of the God of battles and lay, down their arms."

ADMINISTRATION OF WEI-HAI-WEL.

A lengthy Order in Council is published in the 'Gazette of 26th July announcing that a commissioner is to be appointed to administer the government of Wei-hai-Wei. The limits of the Order are the Island of Liukung, all the islands in the Bay of Wei-hai-wei, and a belt of ten English miles wide along the entire coast line of the Bay of Weihai-Wei as has bera or shall be hereafter delimited, including the territorial waters of the said islands and Provided that if und whensoever, any delimitation of territory is agreed on between His Majesty's Government and the Government of China,hether the same extends or dimi.

Under this Order any of the laws and. o din- ançes of Hongkong may be applied to the said territories with such modifications and adapta. tions as circumstances may require.

The Order also establishes a court ta ba known as "His Majesty's High Court of Wei-bai-Wei." Until a Judge is appointed the High Court at all be held and constituted by the

S. attaché with the British troops in South Africa writes: In this connection, cavalry and mounted Inf-ntry, 1 will state my belief that our cavalry, as drilled and instruct-- ed, is the best in the world to meet successfully the new conditions of war. That dismounted fire action cavalry is a necessary component of its success I do not think there is a doubt,

and our cavalry is the only one in the world

was especially struck with the fact of how little serious attention has been given to this matter in the cavalry of other countries My experience has convinced me that the day of large cavalry bodies meeting in a melee is past, and that cavalry using a long- distance 'carbine, with ballet not under 35- calibre, and instructed as ours is quickly to dismount and use it, will defeat any opposing horseman trying to get home with sabre or. lance. I would lay special stress on the larger calibre, for the 1303 non-explosive will not stop a horse. I have seen horses shot right through the neck or body by the small bullet,go all the afternoon with their riders and be entirely fit in three or four days. In my opinion, the bullet is too merciful which permits of a larger percentage of those wounded by it to return to the front within a few weeks, as the Mauser 27 and Lee Metford, .303 did in this war.
