where do the General public come in? What we want here are parks or playgrounds which are really public. We don't want a series of playgrounds all earmarked by var ious clubs, for then they cease to be public. The Cricket Ground is supposed to be public, but it is in reality reserved solely for the mem bers of the Cricket Club and he would be a brave man who went and setup stumps and commenced a game without permission If we are going to have public recreation grounds let them be public in reality as well as in name. We cannot all of us afford to belong to the number of clubs necessary to give us a reasonable amount of sport if each one is to carmark certain portions of our "public" playgrounds for its own." -

REUTER'S TELEGRAMS. THE FRANCO TURKISH DIFFICULTY

Hostilities with Turkey, he further stated, were out of the question.

NOTES AND COMMENTS.

The New Commission." We note from the Government Gazette that a commission has been appointed by His Excellency the Governor to enquire into the difficulty of obtaining good chair and ricksha coolics. It would certainly be very satisfactory to the European community if the Commission succeeded in putting matters upon the old basis, but we have very little hope of their being able to do so. The real Jact of the matter is prices have risen in Hongkong. We are told that a coolie can. make a good living as public chair or ricksha Coolie and, so long as he can do so and

receipts should be paid to them for 2 years as indemnity, but Japan, England and America protested against this dishonest mode of procedure, while France sided with Russia. Subsequently a 'compromise was effected by which eighty per cent, of the receipts are to be paid to the Russians while zo per cent. will go the Chinese, from the Custom's. income. The matter is being discussed with the Military Governor of Shengking and is not - settled yet.

THE enterprise of Messrs. Kelly and Walsh mimporting a large stock of a special fine quality of note paper is being amply

warded by their ever increasing sales. This note paper is peculiarly and distinctly their own, manufactured in Scotland es pecially for the firm, every sheet gives their name and trade mark in the water- mark. The Imperial note paper is insefully got up in convenient quantities. It is not widely enough known that Messrs. Kelly and Walsh are prepared to fit out any merchant's office with a complete set of books. Any parti cular ruling can be done and in workmanship and price they compete with the best of the im ported A stock of "Yost" typewriting machines is always kept on hand.

THE true inwardness of the little difficulty between the Kaiser and Prince Chun is at last coming to light. In all probability the for Reuter tells us that "a modified form of difference arose over the question of kowtowing, kowtowing to his Majesty is insisted upon."

It now remains to be seen whether Prince

Chun will consent to, kowtow, even in a modified form, for we presume lie has received

very particular instructions from the Court as Ito what he is to do and what he is not to do. In all probability, if the kowtow was not men- tioned in the agreement providing for the apology, Prince Chun will hold out. If so, it will be interesting to see what course the German Emperor will take. It looks very much as though His Majsty's love of spectacular display was going to lead to complications. Tho aituation is almost worthy of comic opera. "

SO M. Constans says that hostilities with Turkey are out of the question. If this is the case we really do not see what the French have gained by breaking off diplomatic negotia tions with the Porte. As a general rule the rupture of diplomatic negotiations is looked upon as tantamount to a declaration of war, -and this ought "really to be the case between Turkey and France. If France has no inten- tion of fighting Turkey we really don't see why. negotiations should have been broken off at all, for the mere fact of the withdrawal of the French ambassador will not hurt the Sultan It is only lantamount to saying "I don't want to play in your yard," and we fancy that the Sultan would not pine away and die on account of his being denied the society of the repre- sentative of the French Government. Truly, the new diplomacy is apt to show surprising developments, da, d

At all events, what had the detective to do with the case, and why should he concern himself as to how MILLS refunded the money?

Another point we should like to be en lightened upon is whether or no MILL was ever shown any Government regulation which forbid his harrowing money in this way, or was he expected to know this rule by instinct?
