NOTES AND COMMENTS.
We are sorry to say that the rain of the last few days has not by any means made up the True we have had very demd, demp, moist, unpleasant weather, but it was only showery and hence we added but some five or six. inches to the total fall.
PERSISTENT Fumours continually reach us as to the negociations going on between the China Merchants and a large German Shipping Co. for the sale of the former's fleet. We have not previously mentioned the matter as we can glean no definite information, but we would tender the British officers in the company the advice "O, my brothers be preparen." We should be exceedingly obliged if the young idiots who live in the flat opposite our office, and fly a flag with the mystic word "walnuts" inscribed thereon, would keep their billiard chalk and other unconsidered trifles that children have no business. to possess to them. suves. We haven't time to prosecute them for public nuisance and our office coolic is getting tired of clearing up after them. Perhaps if this catches the eye of their amah she will spank them as they deserve. It is dangerous to heave things in through windows, and little boys who indulge in these sports usually come to bad ends.
Our Beachcombers. The state of affairs revealed by M. D's letter is certainly a disgrace to any civilized community. There can be little doubt that the Beachcombers are increasing in num- bers, for a peep into the cash bar at the Hongkong Hotel or into the bars of any of the other places where drink is obtainable will always reveal a few brawny ruffians, and one sees the same old faces day after day. But the public are to blame for this state [790e of affairs. If the Benchcomber is to be discouraged he must be refused all help in a monetary or readily convertable form Don't give the whining vagabond the price of a night's lodging when he asks for it, or even the price of a meal. Instead give him a chit for a meal or bed on the Star Collee House or the Kowloon Institute and, as he FROM the Beuter's telegram which we publish vented from making a beast of himselt. had been amusing himself by making speeches cannot turn it into cash or drink, he is pre-to-day it looks as though Count von Waldersee long as the men are encouraged by presents of the mailed first order and has offended of money when they come and spin their many of the German newspapers. Still, we can- not help thinking that he is, in a great degree,

WE are pleased to see that a more vigorous policy is likely to be adopted with regard to the conduct of the war in South Africa, but we don't want to see all our methods Americanized just yet.
