We really cannot imagine what Reuter means by wiring out the Chia Expedition honours so late in the day. We published the some days ago as a cutting from an Indian paper and so did our contemporaries. Why then should Reuter waste money on wiring what we already know? What a very nice little batch of interesting news we could have had wired out for the same cost! But staycan it be possible that somebody has been pulling Reuter's leg and has handed in the honours list as news ?

NOTES AND COMMENTS.

The Canton House Tax.. To the European the objection of the Cantonese to the payment of the newly imposed house tax may seem somewhat puerile, for to our minds when the nation is involved the whole nation must pay. Still, China is a peculiar country and peculiar methods prevail. It must not be forgooten that the Powers were announced not to be at with him and that heir late expedition was aimed solely against the Boxers in the north. It must also be remembered that the Viceroys of the Yang tsze Provinces and the Viceroy of the Two Kwangs as well, stood by the foreigners dur ing the late troubles and arranged affairs so well that an anti-foreign rising was prevented within their jurisdiction. Yet now that the question, of an indemity has arisen it seems that the innocent are to suffer together with the guilty and that those who

As a usual thing the mosquitoes found in Bangkok are not very large, whatever their biting powers may be. Still one was caught in the vicinity of Custom House Lane lately, says the Siam Observer, which, besides being distinctly 'stout and bulky, measured 2 centime. tres (or about three quarters of an inch) from the end of its proboscis to its tail, ACCORDING to the New American they are going in for steam ploughing in the Phillipines, Governor Betts of Albay has decided to show his constituents how to farm. He is an old farming implement manufacturer and will bring over at his own expense every class of farming machinery, suited to the province, to show the people how they farm in America. Among the machinery ordered are two steam plows. Governor Betts is one of the progres- sive elements in the islands and be proposes. to make the natives of other provinces stare at the progress of Albay.

A SOMEWHAT mysterious affair occurred at Bangkok, on the 29th ult, says the Observer. The as. Koh si-chang was lying in the river opposite, Messrs. Windsor and Co's premises when, at about 8 o'clock, fire bullets fired from the west side of the river struck various parts of the vessel. Fortunately no damage was done but we understand that the Captain's little son had a very narrow escape, one of the mis sites passing about a foot above his head. Apparently some person or other was indulging in revolver practice but this sort of thing certainly demands the attention of the Authori-

Then too, the Cantonese were almost as great objects of the popular hatred in the north as were the foreigners. They were forced to fly from Tientsin and Peking and were in as great danger as the foreigners against whom the Boxer rising was sup posed to be mainly directed.
