mineral resources of the Possession,
UNCLAIMED LETTERS AT THE POST OFFICE.
On June 5th, the chair was taken by General Six Allen Juisson, K.C.B., at a meeting of the Society at which Major E. J. Medley read an interesting paper, with lime Beht illustrations, untitled India to England, via Central Asia and Siberia." Major Medley said that Central Asia and Siberia had always had a peculiar fascination for him. In 1895 fate sent him to serve on the northern frontier of India in the Gilgit Agency. After five years spent there in the midst of the Himalayas, with three great peaks 24,000 feet high rising in view, his desire was at last realisert and permission was ac- conted him to proceed on leave to England via Central Asia und Siberin. Starting from Gilgit on October 5th, 1900, he went up the Hunza valleyso well known from Knight's fascinating book there Three Empires Meet over the Bustag range, and the Pamirs by the Gez defile to Kashgar. From thence he travelled with two Cossack orderlies, lent by the Russian Consul-General, over the Thiab han range to Naryn. Here he was met by a Russian officer, with whom ne started in a tarantas un lie 1,400 mile drive along the Russian postal road to the railway stminn at Ob. The way wound among the mountains for Rö miles and then emerged on to the Steppes, where the snow soon necessitated travelling by sledge. After passing Semipala. inst, the outskirts of the enormous Siberian forests were first seet, and at every station ap- 'pe réd a large and flourishing Russian coinny. Those Russian villages were unlike those in Europe both inside and out the houses were neat and trim. It appeared to Major Medley ihat. the Russian peasant niberia had been for su many years quite cut off from all Government assistance that he bad had to work out his own salvation, and well bad he riseh to the occasion. Finally, the large handsome station of Ob, on the right ban of the liver, was reached.
After much upon the great variety in geological structure, climate, flora, fauna, etc., which existed in the vast extent of Siberia, the lecturer proceeded to a drcription of the great Siberian railway, the fist stone of which was laid by the present Tzar, on May 31, 1891, aticoder, li.. Before concluding, Major Medley made some interesting remarks upon the advanced state of development in Siberia, a condition which often astonished those who were only now coming into closer contact with the country. It was owing, the lecturer though, to the system which had prevale ja Rossta of departing political exiles to Siberia. These people might almost be said to have represented the brains of the country, and as they had to live in those distant regions, they made the best of their fate and bull, towns, established universities, etc. The consequences of their work were only now fully realised, when the railway had brought the outer world, into touch with their work.
Finally Major Medley spoke of the future of Siberia, especially with reference to the part which Englishmen were likely to play in it. Hitherto our merchants might be said to have ignored the very existence of Siberia, The only article of British manufacture which he had seen during his whole journey in that country, besides the two stemmers on Lake Baikal, was a filter? German and American goods, on the other hand, were plentiful, Was it wise on our part to make ne attempt to get into touch with Siberia ?

After thanking the chairman for so kindly presiding and the lecturer for his able and instructive papar, the president of the Society, Mr. Cazalet, alluded to the important fact not. yet fully realised in England, the convicts | were now no longer sent to, Siberia but were imprisoned in Russia itself. “He spoke of the great want of water communication in Siberia, canals were still needed to unite the large rivers. He thought that by thus affording cheap transport for the large quantity of bulky goods of Siberia, more could be done at present than by the construction of railways. He also drew attention 10 Mr. Kinloch's article in the Monthly Review for March, 1901, on Trade and the Siberian Railway," which showed the superiority of ocean over milway transport. It | was the interest of America to encourage Rossian territorial extension, because rails, rolling stock, etc., were bought in America.
Colonel Sir Thomas Holdich, who had con siderable acquaintance with Russia, though it had an enormous field for development in Siberia, and said that he regarded this process of development ns a safeguard to our interests farther west.
