apparently unable to cope with these bad characters, despite the number of heads that have fallen of late. Now comes news of an anti-foreign placard posted in Canton (as will be seen by reference to another column) and a placard, too, which is evidently a Boxer manifesto, or directly inspired by them. The pretext, given for this denunciation of foreig. ners is that the house tax which has lately been inposed in Canton is occasioned by the necessaity of paying an indemnity to the foreigners, and it hints that until such time as these same foreigners and Christians are bundled out neck and crop, such demands will be made, for they, the foreigners, are. insatiable.

We do not know whether there is much io be feared, from a placard of this sort. It may be the work of some idle vagabond, or, on the other hand, it may be the first sign of the population of 'Southern China being stirred up to deeds of bloodshed such as occurred in the north last year. The floods on the rivers in the vicinity may have some

placards always crop up whenever any thing to do with it, for these anti-foreign

disaster falls upon the people.

One thing, however, the placard shows plainly, and that is how very small is the impression which the expedition of the Allied Powers has made on the people. The document states that the Middle Kingdom has never been defeated; and goes on to say that if funds are forthcoming, the Boxers are ready to oust the foreigners and have already an excellent plan for doing so. We hope

The town is naturally full to overtlowing with ruugurs, but nobody secins to have any very good idea of what is happening or is about to happen. Some say, and there seems to be a good deal of probability in the report, that particular despatches regarding the state of affairs in Shansi were received last night by the Commodore and that they were af so important á nature as to necessitate their being sent to meet the Admiral. Hence the sudden de-

parture of the three vessels, each of which is said to carry a copy of the despatches.

Another rumour says "trouble at Foochow," another watching the French in Amoy", but as we have received no special wires from these places they may, we think, be dismissed. A day or two should show the true state of affairs.

THE SANITARY BOARD

BYE-LAWS.

It is one "thing to make Bye-laws and another thing to put them in force. The Sanitary Board are particularly fortunate in having all officer so painstaking and careful as Inspector Hoggarth. But the cases (and their name is legion) he brings before Mr. Hazeland are, (in many people's opinion) treated far too feniently. A woman, take for instance, is warned that her cubicles are contrary to law, time is given her to alter them and she, in real eastern fashion, promptly takes no notice. A notice is served on her, the meaning of which is thorough- ly explained, she still keeps up a position of masterful inactivity and at last gravitates to the Police Court. The above mentioned pro- ceedings; owing to the overwork of Inspector. Hoggarth, sometimes take a month; and then His Worship from his kindly heart asks "Issho a puur woman?" the answer is generally "Yes!". Then the court says through the interpreter, that another week should be allowed and the defendant warned that she must not take so

long to do nothing. A few good fines would time and a number of warnings have already alter matters, as in nine cases out of ten ample
