INTERESTING TO STAMP COLLECTORS.
A New York journal says:-
As soon as the new series of stamps, com- memorating the Pan-American Exposition, was put on sale in Brooklyn, stamp collectors made a rush for the post-office and obtained any where front the to a dozen Bets. Unfortunately, however, for the collectors, just the stamps which, on account of an error made by the printers, are of the greatest value to philatelists, fell into hands of persons who did not realize their value. The new stamps are printed in two colours, requiring the sheets to be run through Iwo separate presses. One sheet, containing one hundred stamps, got into the second press the wrong end to, and the pictures of the Empire State Empress were printed upside down. This odd sheet came to Brooklyn, and in the course of business was sold to a manufacturing firm. Instead of re- cognising the value of the stamps as philatelic curiosities the firm sent a letter of protest to the Post Office Department Washington, using one of the imperfect stamps to transmit the letter. An enterprising Washington phil. atelist learned of the queer stamps and secured most of them through a friend in Brooklyn before the manufacturing firm realised how valuable they were. A stamp dealer in Man- hattan is said to have purchased some of the stanips by paying $20 each for them. THE COAL DUTY.
The leading exporters are of opinion, says a recent Pai plur, that the Chancellor of the Exchequer should have put the shilling per ton export duty on the colliery proprietats—who, though they would have had to pay it in the first. would not ultimately have had to
place bear it The exporters argue thus, A tax on an import has to be paid by the first receiver of the goods, who charges to his customers, who in their turn pass it on Juntil it reaches the home consumer. The tax on an export like coal is intended to fall on the foreign buyer, but as it cannot be imposed on him direct it should be collected from the colliery proprietor, who would charge it against the exporter, who in turn, would put it on to the price at which he sells to his foreign customer-the expert duty, like the import duty, being imposed as far back as can possibly be arran, ed. A good deal of inisunderstanding would have been avoided if ale Chancellor had made the tax payable by the colliery proprietor, and had explained how it was meant, as above indicated, to fall finally on the foreign buyers. As it way, the coal own- era, middlemen, and mhers concerned were at a loss to know what was intended, and each entered upon an active agitation to save itself at the expense of the other interests, the result being that the local papers at the coal ports were filled with letters and reports of speeches and interviews in which confusion became worse confounded and much unnecessary excitement was produced.

THE WALL-STREET WHIRL AS IT APPEARED TO FOREIGNERS.
The magnitude of the interests involved in the operations of the New York stock market is the theme to which special attention is paid by those foreign joumals which comment on the recent excitement in Wall Street. The figures quoted in connection with the American railroad deals, says The Daily News (London), are unprecedented in the history of financier. ing. The transactions involved so much that this English journal thinks it a moral crime that so few men were able to "juggle" with them. Yet, it says, the crash was inevitable. Overconfidence on the part of American traders was becoming dangerous to the world. "Opera tions had become unsound and reckless, and some check was needed to remind buyers that an ultimate basis of value must be established for the securities daily changing lands in such enormous amounts." Monty (London) is chiefly concerned about English investors. It finds, however, that, despite reports of heavy British buying, the public here (in England] have evinced a great disinclina- ion all through the piece to take a very active part in the Yankee gamble, and dealers have
