ry, they are the ones responsible for the flood and its attendant famine and destruc tion and, as this cry spreads it will gradually grow into one calling for vengeance on these bringers of evil, and another attempt to oust the foreigner may result.
The Yangtze Viceroys were able to hold their people in check all last year, despite the many rumours flying about and the many attempts made to stir then up against the foreigner. For this the Viceroys have earned the gratitude of the Powers and of all truly patriotic Chinanien. But will they be able to control the people in the face of universal disasters? We doubt it.
If Prince Teas and his party are really contemplating another blow at the foreigner, we fancy that they will not be likely to allow the present splendid opportunity to pass. They must know perfectly well that the Yangtze provinces are arned to the teeth and will be able to furnish those military tores which they presumably lack and this knowledge will, we imagine, cause them to do their best to profit by the floods and famine and put their designs into execution. We fear that there is a bad time in store for the Yangtze Valley unless steps are taken, at once to quict the people. Signs of unrest are not wanting and, after the events of last year, the Powers should have learned that They cannot be lightly disregarded.
