The Clar's former travelling companion is a friend of the Chinese,Literary Digest. and, indeed, of the Finns, Armedians, Poles, and other oppressed races, but in considering 'his views it must not be forgotten that he is a
Russian. He says:
The Germans do not mean to get out at all. That everybody knew who was in Peking. It was the common talk of every German there, and they made no attempt at concealing the object of their mission, which was to stop. What do they want? The Provinces of Shan- -tung and Chi-Li, adjacent to us in Man- churia-a vast territory of twenty-five millions of Chinese inhabitants. They want the Yang- tpe, but only for trading purposes. All this they see as a colony for Germany.. I did not see Count von Waldersee at Peking, but every one there knew that he felt the falseness of his position. The Kaiser had forced him to it, and *told him he must det and make a big thing of
it all."

In the recent troubles over which there were such great difficulties. only one of the Legations was allacked. The probability is that the Chinese, now more angry and excited than ever, willancki all the Legatious. The Chinese and very 'bitter, and have much right torbe se. The pil- aging at Peking was something awful. The railroad will once more be cut. It has gone back into the hands of the English. They have reinstated all the Chinese in their former situa tions, and so the line is in the power of the Chinese, who will surely cut it again the moment they get the chance: Then we shall probably, have a recurrence of all that took place last year-the same anx ety, the same consciousness of our powerlessness, the same. history to begin aver again, the same expcase, new expeditions--the whole thing?
What of the soldiers left?"
"An enormous proportion of them will naturally die off. And then "Task you: What in the name of common sense are the Powers aiming at? What do they want? What cun they expect to get out of it all? If they persist they will more and more diminish China's means of payment The Powers are perfectly hetplass. A war of vengeance such as, Cermany seems to wish is out of the question. Such a concse will only raise up more troble. Never was the yellow race a greater danger to us than now."

The remarks of Judge Wofford, of the criminal court in Kansas City, in sentencing a young man who had been found guilty of steal- ing a tray of diamonds from his employer, open up a broad line of inquiry. The judge plainly intimated that this diamond merchant deserved to have his gonds stolen as a punish- ment for paying his clerk only $6 a week. This incident suggests to the Washington Port the following question: "
