The report that Japan is fortifying Matsumai Harbour, opposite Vladivostok, is quite incor- rect. Matsumai is a small'harbour with a poor anchorage, and quite unfilted for defence of any sort.
Japan has, however, for some years been establishing a base at Ominate, a town not to be found on innst nups Ominato is situated in Aomori Bay, at the north of the island of Nippon, soune tiny miles south-east by east of Matsumai. The harbour is excellent for naval purposes, and very gas-ly unified.
