THE PORT OF LONDON INQUIRY.
SUGGESTIONS OF THE CITY CORPORATION,
On the 16th ult. a special meeting of the Court of Common Council was held at Guild hall, under the presidency of the Lord Mayor, to receive a report on the coinmittee appointed to consider the whole question of the Royal Commission on the Port of London and the City's action in relation thereto. The report first of all sketched the ancient connection of the Corporation with the river and the port, of which it was still the sole sanitary authority, and then went on to say that the two main causes which had operated for the lack of progress of London as a port had been diversity of administration and inadequacy of funds. The whole amount available to any public body for administering and im proving the river and the approaches had been £90,000 a year. They thought that one body possessing a complete power for river, port, navigation, shipping and other services was absolutely necessary, and should be con- stituted, that it should be entirely independent of the control of any other public botly, and that it should have power to levy dues on shipping and goods for the improvement of the port and ducks, The question of finance was important. Ab. two millions sterling would apparently be required for dredging, the river, and the new authority should have power con- ferred upon it to purchase the property of the dock companies.
All railways within the docks area should be owned by the new uthority, which should have power to treat d conclude arrangements with the vanous milways for the better serving of the poet and

Sty" should have the appointment of gulation of watermen and lighter- men, and other duties. The Corporation shouk! remain the portsanitary authority. The authority (they suggested) should consist of forty members appointed as follows: by the Carpar ation ten, the Admiralty two; the Board of Trade two, the Trinity House two, the railway, companies two, the underwriters of Lloyd's two, and the remaining twenty by shipowners, merchants, and others contributing dues. A tribunal of appeal should be constituted similar to the Railway Commissioners, to whom ques- tions of charges or preferences should be sub mitted. The Committee recominended tha they should be authorized to arrange for evidence on these lines being tendered before the Royal Commission.
Sir Marcus Samped moved the adoption of ..the report.
Mr. A. C. Morton, as an apendoient, pro posed that the constitution of the authority should be:-The Corporation 6, the London County Council 6, Essex County Council, Mid- dlesex, Kent and Surrey County Councils 3. Admiralty 2. Board of Trade 2, Railway Com panics 2, Trinity House, Lloyd's, and the remaining steen representatives of shipowners, merchants, etc, that the authority should be at liberty to borrow from the London County Council, and that the Government should be empowered to contribute to cost of improving the river and port-Pall Mall Gazette.

"At st killing of the Post.nf London Commnies- ion held recently, Mr. Douglas Owen (secretary of the Alliance Marine and General Assurance Company), in the course of his evidence, said that the Port of London had reached a critical point its history. Instead of ships coming to London, as formerly, and cargoes being despatched from 1.ondon to Antwerp and other foreign ports, they now went direct to Antwerp Hamburg, and Rotterdam. Those foreign parts were bursting with prosperity. They had stolen the trade which should have. coine to London. At the same time, Liverpool and Southampton were also computing furiously with London. Big ships dreaded London, with its-fogs, its defective channels, and delays. As the drawbacks increased at London, so would the rate of freight. When this became su heavy as to place London at a disadvantage, than trade would go elsewhere. At present half-a-crown additional freight per ton was charged for a voyage ending in London, and if that grew into 5. it would be detrimental to the trade of the metropolis. Shipowners complained of delay and expense at Lon. don, and this was largely due to the barge system.. Goods were brought for shipment in barges, discharged into barges and tran: shipped into barges. If ships discharged direct on to the quays, it cost is 6d to zs a ton to the ship. Thus shipowners had to choose between delay and expense, and ended by suf fering both. The present lighterage_gystem was out of harmony with the times. He sug gested a barge canal, of ample width, at the rear of the docksheds Cargo could be landed, Borted, and delivered into the barges at the back of the sheds, ng-taken away without any delay.
