Russia in China. Russia, as shown by the Reuter's telegram which we publish to-day, is evidently deter mined to go her own way without reference to the rest of the Powers, hence her repudia tion of the statement of her having suggested 47.6 426 100 150 9,025 10 720 the appointment of Count vos WALDERSEE

It❘ was indeed, hardly to be expected that Russia would act in concert with any other Power, unless it be France, for from the beginning of her advance upon China she has carried out a settled policy and has steadily moved forward, allowing nothing to, check her for long. At times she has appeared to receive a check, but it has been more apparent than real. For years she has been preparing to seize Manchuria and now she has virtually done so, for nobody who has watched the course of events in the north for the last few years will be foolish enough to think that her promise to evacuate so soon as order is restored will

SERIOUS COLLISION ON THE WEST RIVER.
¡A STIAMER SUNK,

(From Our Own Correspondent)
SAMSHUI, 11th April.
There has been very serious collision on the West River between the S.S. Hung Fel, evned by Messrs. Holiday Wise and Coy's compradore, which runs between Hongkong and Wuchow every four days with cargo, and the 5.5. Sun Chow, belonging to Ah You of Cunton, a regular passenger steamer between Canton and Wachow and running on alternata days with the Hongkong, Canton and Macao Steamboat Company's vessels. It appears that the Sun Cho was bound up river from Cha ton to Wuchów with about eighty passengers and left Canton at 7.30 am. on Tuesday last Her engines broke down soon after the start and she was delayed and did not pass Sam shui until 1 a.m., on Wednesday. She passed through the Shuihing, gorge at about four o'clock in the morning and when about a mile a regrettable tendency (eves on the part of above the gorge she was run into by the Hung Fei and ank in about three minutes in four nun.like Lord Rosebery, who should be above that sort of thing) to take Lord Wolseley's saved, and it is said that upwards of sixty have fathoms of water. THE following is, the finding, of a Coroner's Jury who sat upon eleven victims of the Rio disaster-
We, the jury, find that the said person came to his death in the Pacific Ocean on the 22nd day of February, 1901, through asphyx- iation from submersion, caused by criminal negligence on the part of both Captain Ward and Pilot Jordan, and we most strenuously censure the Pacific Mail. issued the following to the press:-
In addition to the above verdict the jury
"We, the jury, extend our heartiest good will to Graham Coghlan, second officer of the wrecked Rie, for his heroic actions and con- duct during the terrible disaster,"
This was signed by all the jurymen as a separate finding.
Surely the Comer's Jury cannot have taken into consideration the fact that hundreds of
Chinese seamen are employed on this coast and prove most satisfactory. They, of course, are not so good as Europeans but there are numerous instances on reford where the Chi- nese seaman has behaved with splendid pluck; as witness the loss of a sailiffs vessel off one of the coast ports a few months back in which the Chinese crew supported the Captain's child for hours, while clinging to the bottom of a capsized boat. In all probability the panic, if panic there was, on the Rio, was oc- casioned by the Chinese passengers and not. by the crew.
