A NEW CAR FOR THE KAISER.
Locomotion at 125 to 150 miles an hour seems destined to the the sport of Emperors and millionaries for inany years to come. The Kaiser has commissioned the Allgemeine Electricitats Gesellschaft and Messrs. Siemens and Halske respectively to build him an electric waggon, suitable for the conveyance of 50 guests, in which he can move about his empire more than twice as fast as anybody else travels. Engineers in London say that the firms men. tioned should have no difficulty in turning out a waggon which will go the pace if the Emperor stands the cost. There was practically no limit to the speed that might be got out of electricity -200 miles an hour would not be an impossible rate-but the difficulty would be to find the tracks on which a vehicle-could-be propelled with safety at such a speed.
The first necessity would be the straightening out of all curves. At a 150 or 300 miles an hour a locomotive would take very unkindly to anything out of the straight path, The weight of the notors required to propel a car at such a tremendous rate would bring about a need for the strengthening of the track.
The German Emperor apparently, will find no trouble in getting his toy; his difficulty will be to find lines straight enough to play with it in safety,
There is an eighty-mile straight stretch on the Great Western. Otherwise our own railways don't lend themselves to the pace of the flying German, and after all this would be only a thirty-five minutes' spin for the Kaiser's car.-- The Morning Leader.
DEPRECIATING BRITISH
MANUFACTURES.

Of late, says The Engineer, there has sprung up in our midst a most reprehensible practice of depreciating everything British. So far as can be seen, it originated with certain foreign consuls, who sent home pessimistic reports as to our methods of doing business abroad. We have taken occasion tic now to point out that these always, yell-meaning, almost invariably ignorant communications were capable of doing a great deal of harm. They are disseminated broadcast; and when a British consul assures the world that the hs made in Yorkshire, the portable engiLincoln, the cotton goods of Lancashil at the cutlery of Shef feld, are not at all wint Austria, or Frauce, or or Russia, or India, or South America require, whereas Germany can sufly just what is wanted, is not remark that purchasers should take us at what the, Theliere in be our word. Again, a limited section of the daily press, conducted by men who have no real knowledge of that about which they write, and whose one object in life seems to be a sensa tional poster for the afteravon, has taken delight in filling the role of the candid friend, and abusing everything British in terms which make the French and fieryman pressmen dance with delight. In this country those who under stand trade and business laugh at the absurd! ties daily put into print, but none the less this kind of writing does harm abroad. It is a wearisome task to attempt 10 contradict erroneous statements. It may, perhaps, be worth a line to say here that during the last six months we have taken some trouble to get at All the facts as soon as evening contemporaries, which have been special offendlers, make a sensational statement dealing however remotely with engineering and manufactures, and in each and every instance we find that these statements were' either gross exaggerations, perversions of the truth, or in plain language, lies. Our readers may take heart, this country is not going to ruin.
EFFICIENCY OF ACETYLENE
FLAME.
A lengthy investigation both of the radiant efficiency and the total efficiency of the Acety- lene flame has up to the present yielded results which have led′E. L. Nichuls to make a pre- #minary announcement concerning them. The radiant efficiency, ie, the ratio of luminous to total radiation, was computed both by the met- hod of Melloni and by the spectroscope metánd, the latter consisting in the exploration of the spectrum and the comparison of the areas enclo sed by the curve within and without the limits of visibility. The total efficiency, ie,, the ratio of luminous energy total energy supplied, was computed by means of the heat of combustion, the amount of gas supplied, and a modification of Thomson's method. As regards the radiant efficiency, that was found to be 0.105, or prac tically the same as that of the are light, which is equally cold," and twice as "cold" as either the incandescent or the Welsbach lamp. The contrast with the radiant efficiency 0.32 of the vacuum tube remains, therefore, as great as ever. In matter of total efficiency, or the other hand, the acetylene lamp stands very high. The figure given is about 0.02, or at least double the corresponding figure for the arc light. The magnesium flame alone, with its astonishing efficiency of o.1, is superior to the acetylene dame,-Phys. Review.

Our readers will probably remember a graph a short time ago in which we mentioned a scandal caused by the inoculation with serum of a laathsome diseass made by Professor A Neisser of Breslau upon eight healthy young girls, and it was the subject of debate in the Prussian Parliament. Science Siftings of the and ult, anys the mattor ultimately came under the jurisdiction of a disciplinary court, which sentenced Professor Neisser to a reprimand and a fine of £15. In addition, a Ministerial decree has been issued forbidding in all es- tablishments for the treatment of the sick any intervention beyond that necessary for the cure or prevention of discase in case of minars, or incapacitated persons such as lunatics and others who have not given their consent, or have done so without having been previously informed of the possible dangerous consequence of the act
The British Medical Journal considers that this decree is in harmony with medical opinión in this country. For our own part we cannot too strongly condemn such practices, by which
