HALF-PAY IN THE NAVY,

It is obvious that in any great military service there must be two conditions—a peace footing and a war footing respectively. When a nation is actually engaged in hostilities, or when there is a probability of war breaking out shortly, more ships must be put in commission than are required in more tranquil times. In other wards the country must always be prepared to mobilise the fleet at the shortest notice. It follows that there must always be in reservo a supply of fully trained officers, who in con- sideration of certain retaining fees, which take the form of the allowance known as half-pay. hold themselves in readiness to accept appoint. ments to newly commissioned ships when called upon..... Now if any faireninded business man were asked what part

his, full-pay should be assigned to an officer thus re- tained, it is inconceivable that the estimate would fall below the proportion of one half of the full-pay rate, which the title of the allow. ance implies. In the case of the civil branches this test is commonly more than fulfilled; the rate, never less than one-half, rises sometimes 10 nearly four-ths. With the less fortunate executive branch it is not so. The full-pay of a junior heutenant istros, per diem. His half pay is 45, or two-fifths. A newly promoted commander has full-pay of zor, per diem. His hlf-pay is 85. 6.,, precisely the same amount as is paid to a senior lieutenant. The full-pay of a young captain in a sea-going ship is 145. 6d. his half-pay is 12s., or little more than one third-United Service Garette.

Adelphi terrace, theatrical proprietor, executors of the testator's will of March 4th, 1899, with a codicil of November 8th, 1900, £50 each; and to Mr. Dicey a comfortable arm chair and the Ency: clopædia Britannica," to Mr. Mathews & col- lection of framed playbills with the names of celebrated actors and actresses of the Eigh teenth and part of the Nineteenth Centuries, and to Mr. D'Oyly Carte the autograph full score of "tolanthe," and an engraving of Solo mon's picturé," The Judgment of Paris" to the National Portralt Gallery, Sir Arthurs' portrait painted by Millais; to the Royal Academy of Music, his original autograph full acores of "The Martyr of Antioch" and "The Mikado," and a signed photograph of himself; to the Royal College of Music, his original autograph full scores of "The Golden Legend" and "Yeomen of the Guard" with a signed photo graph of himself; to Mr. W. S. Gilbert,, the score of " Ruddigare ;"to Mr. François Cellier, the original autograph full score of "Patience" and "The Pirates of Penzance," and a large silver bowl and a cigarette case given to him by Frederick Lehmann, and twelve full orchestral scores not by Sir Arthur; to Ma Wilfred Bendall the foriginal autograph full scores of the "King Arthur" and "Macbeth"Hooley, music and the Russian silver cigarette case which he brought with him from Peterhof, and bis Tiffany spirit flask and twelve full orchestral scores belonging to him at his death of any works not by him which Mr. Bendall may select; to Sir George H. Lewis, a memento to po selected by the residuary legated; to his Royal Highness the Prince of Wales the testator's tortoise shell and silver card-box and the clip to match to his Royal Highness the Duke of York, his carved silver-mounted cocoanut; and to his Royal Highness the late Duke of Saxe-Coburg, his original autograph full score of "The Light of the World," in remembrance of the many bappy hours which he spent with his Royal Highness when he was writing it, also the music-stand which be longed to his friend Sir Joseph Barnby, The gross value of the whole of the late Sir Arthur Sullivan's estate is £54.329 105. Ed. He bequeathed to his faithful servant and good friend Louis-Jaeger £1,000 and some personal effects, and to his devoted servant and good friend Clothilde Raquet, who had nursed him through so many illnesses, £1,000 and certain furniture. The residue goes to various members of the late composer's family.
