MANSION FOR DRUNKARDS.

The habitual drunkards of Glasgow are to be very handsomely treated.. A fire bid man- sion house in Ayrshire, four miles from any. town, has been haught for £7,000, and there the inebriates will be sent.

Already twelve persons-eleven women and one mah-have been remitted to the sheriff, who will decide if they are suitable occupants for the home. They can be detained for from three.nonths to two years. Patients will be employed on the farm or at garden work, and the women will have the laundry and dairy to work in.

NEW CENTURY TELEPHONY.

A novel system of telephoning, by which conversations witly two persons may be held simultaneously on the same wire, has been adopted by a telephone company at Chicago. The new development is made possible by the Use of an anxiliary telephone of novel pattern. By use of the new meiled a heavy saying in wires will be made, while the utility of the telephone service to firms using it, heavily will be more than doubled.

FRENCH CANADIAN ALLEGIANCE.

The French Canadians, says, the Quebec La Garelle, have the most freedom of any people on earth, and would not change their lot for any other. Quebec, having asserted herself at the election, is satisfied with her political condition as a free State, within a free confederation of States, and agitators from France will have no better chance of turning French Canadian allegiance from Great Britain now than the same class had in the days of the revolt of the American colodies.

LONG AND FAITHFUL SERVICE REWARDED.

Rear-Admiral de Richelieu's long connection with the Siamese Nary has been crowned by. his being appointed Superintendent in the place of 17. R. H. Prince Prachaks. The appointment is understood to carry with it Cabinet tank, and is a very fitting reward for the Admiral's long and faithful service to the King and country of Siam. H. R. H. CYPRUS AND GERMAN EAST AFRICA.

A writer in the United Service Magazine suggests the exchange of Cyprus for German East Africa, pointing out that the central sec- tion of the Cape to Cairo line must exist on sufferance, and consequently, that all through traffic will be dependent perpetually on the good will of a foreign Power a state of affairs that will rob the line of all strategical and much commercial value, for the transit of troops will be impossible, and the transit of traffic will almost certainly be handicapped by having to submit to a toll" He proceeds:~-
