Here it will be seen are numberless sources of friction which at any moment might fore be removed as soon as possible by an precipitate a quarrel, and which should there.

THE SHAN-HAI-KWAN RAILWAY.

The Berlin correspondent of the London Mail, writing on the 7th January, says:

The Cologne Guzelle returns to the vexed question of the Shan-hai-kwan Railway, and reiterates the opinion that only the Russians had a sufficient number of railway engineers at their disposal in order to put the railway in working order at the time when it was required by the international forces. The companies of Ussuri railway engineers under Colonel Keller worked so well that traffic between Tang-ku and Tientsin could be resumed on July 19th

"No confirmation of this intelligence has hitherto been received (in Berlin. I presume) nor has any official intimation been made regarding the conditions which have been arranged between the Commander-in-Chief of the allied troops and the commander of the Russian contingent. But in view of what has previously taken. place we may assume that Count von Waldersee, who commands all the troops, and not only the German contingent, will assuredly not let himself be guided solely by regard for German interests, and that he will keep the negotiations clear of everything which is foreign to the sphere of purely military con- siderations One German' interest will certainly be borne in mind and will influence the Com mander-in-Chief. It is a German interest that the harmony of the Pawers should not be dis- turbed by questions of a subordinate character, and that the service in the occupied territory should be suitably arranged to the best advan: tage of all the allfed troops. We consider that this interest ought to be common to all the Powers, England included,"

It is to be hoped that when the Tsarhears of the true situation with regard to the Shan-hai- kwan Railway, which is the property of British investors, his Imperial Majesty's strong sense of justice will lead him to dictate an equitable settlement of a question which never ought to hayo arisen, The same may, perhaps, be an ticipated with reference to the interest British bondholders in the Shan-hai-kwan-Niu-chwang section of the line which is in accordance with the agreement negotiated by Sir Charles Scott in St. Petersburg, supposed to lie within the Russian commercial sphere. It is doubtless far better that negotiations between Great Britain and Russia should be conducted with -out any intermediary. At the same time the Commander-in-Chief has a certain re sponsibility for the conduct of all the international troops under his command. and England has a right to expect that his attitude towards the question of the Shanhai kwan Railway shall be precisely the same as if that line had been constructed, managed, and financed by Germans instead of by English men. if it had been a German rallway in the sense in which it may perhaps, be described * British one, would. Count von Waldersee Calmly have allowed material to be taken away wholesale by the Russians to mention only one grievance out of many.? One can imagine the precision and gravity with which Count ron Bulow or Baron von Richthofen would have defined the Garman commercial interests which had been affected, and the distinctnass with which they would have announced to the Reichstag that they were prepared to vindicate those interests with courtesy but also with firmness.
