The fires in the lalkan Peninsula mouldering, but according to the Timer corre spondent at Sofia, they may not improbably break out in renewed activity. The present luli is to be attributed to the agreement arrived. at in 1897 between Austria and Russia to preserve the status quo by which Roumania, Servia, and Bulgaria are kept in a condition of enforced quietude. The three Danubian States. are all burdened with a weight of external debt necessitated by defective administration and extravagant military expenditure. It is trua that the Cabinet crisis at Sofia, which resulted in the fall of the Ivantchoff Ministry was not immediately connected with either of these points, but that does not prevent the possibility of its having an important bear ing upon both. There is besides the difficult and dangerous Macedonian problem to be reckoned with. Under the pressure of the Russophile reaction which took place after the fall and murder of M. Stamboloff. Bulgaria had been compelled to admit a host of political refugees, amongst whom were many members of the Macedonian Committee, who quickly effected a new organi-Bingham, sation of the movement in the municipality "Formerly," says the Times correspondent, "an efficient instrument in the hands of an able statesman, who used it for the purpose of ex- acting concessions from the Parte, it has now become a quasindependent power, a kind of Imperium in imperio, and has fallen under the control of Macedonian immigrants, whose methods seem based on the principles of the Albanian vehdella. The new Minister of the Interior, General Petroff, an able soldier, and a stern disciplinarian, has already announced his intention of punishing the officials guilty of malpractices under the former Government. In a forcibly wurded circular he remind them that they should aut be a mother to some and a stepmother to others, and expresses the hope, which will hardly be fulfilled, that he may not have to treat them with inexorable severity.* He is determined not only to purge the Augcan stables of the late Administration, but to make it clear to the Macedonian Committee that un imperium in imperio can no longer br tolerated." There are, of course, elements of danger in such a programme and there are be sides other elements of combustion from which, flames may burst at any moniant. The Austro- Russian entente, which has prevented the States from flying at each other's throats, as not prevented local outrages on an extensive scale. It is reported, for example, that the Albanian chief operating in Albania has mas sacred more than 250 Christians. Again in spile of remonstrances from Russia and Austria, there have been hundreds of assassinations, in Macedonia The last outrage of the sori oc curred only about a month ago, and several Are certainly due to men of Bulgarian nationality who are sill at large. CAPTAIN WATTS-JONES.

Reuter's Agency is inforined that the relatives of Captain W. A. Watts-Jones, R. E. who was reported to have been tortured and murdered by Chinese near Kalgan, have just received intelligence from Mir. Nystrom, a Swedish mis- sionary from Singhsis, now in Shangbai that Captain Watts-Jones was furnished by the Chinese official at Ninghai with money and es cort and proceeded by boat for 350 miles down the Yellow River to Paote, where he was trans- ferred to other officials, his escort roturning 10 Ningshia. Captain Watts-Jones was aware of a passibility of danger, and intended if he could not get through to Peking to ride north and escape by Mongolia. As it is known that some Belgian missionaries are still holding out in Mongolia it is hoped notwithstanding the cir cumstantial accounts of his death which have been received, that Captain Watts Jones may have joined these missionaries.
