IN honour of the German Emperor's birthday, the members of the Club Concordia at Shang- l'assembled in great numbers at noon, when Mr. H: Lehmann, the chairman, in a few wall- chosen words, touching upon the sad death of Queen Victoria, proposed the health of the Emperor, which was heartily responded to. Afterwards a telegram was despatched to Hie Majesty in London, expressing on behalf of the Germans in Shanghai, both congratulations and sincere sympathies and their thanks for the active part His Majesty had taken in the past year in Far Eastern affairs.
ŽIndo-Chinois of the 24th ulte: says "The fast reverses experienced by the British in South Africa would probably be partly the cause of the illness which attacks the Queen and will without doubt hasten her into her grave. Will Chamberlain at length hold hintself account- able for the terrible responsiblities which hang over him? It is doubtful, for his conscience is elastic. If we have always thought of Chamberlain and his party as robbers in regard to their international policy, we also consider that they profess the greatest loyalty with regard to the Queen; this loyalty, this respect, this devotion to Her Gracious Majesty is the characteristic of the British. This feeling does credit to our neighbours, and wo wish that it existed in the same degree in France towards the President"
