We also reported yesterday that another armed robbery bad taken place at the Naval Yard extension works at Ma Tau Kok The loss of property was slight, but the robbers were reported to be armed with revolvers, and as, so far, no one has been arrested in connection with this affair, we may expect to hear of their further efforts in some other quarter of the Colony. These armed robberies are very frequent just now, and as Chinese New Year approaches, they usually increase in number. Very few arrests have been made in connection with them, and for this, state of things we can hardly blame the police, as the force is much undermanned, that is, the European staff; the Sikh police, the next most useful body of men, being also too few in number. What renders their work still more unavail- ingis-that they receive little or no assistancewe can assure His Excellency the Governor of from the Chinese, who are either unwilling or afraid, probably the latter, to give them any information, as may have been noted in the recent attempt to set a house on fire in Hollywood Road, when the in cendiarist was seen and chased by a boy, who lost sight of him in Man Hing Lane. The man evidently took refuge in the house of a woman there, and she tried to get rid of him, but he stayed there for some little time. The woman, however, did nothing to assist or inform the police, either from sheer stupidity or because she was afraid of reprisals from the nian or his friends, who probably belong to some secret society.

NOTES AND COMMENTS.
Public Mourning.
In the Gasette Extraordinary announcing the sad news of the death of Her Majesty the Queen, His Excellency the Governor requested the residents of the Colony to wear mourning for à period to be specified in a future Gazette. No particular form of mourn- ing was prescribed, but the officers of the Navy and Army have adopted black bands on the left arm and we are pleased to see that this mark of respect for the memory of Her Late Majesty has been almost generally followed. Still, we are sorry to note that several persons, men only, are to be seen about the streets in coloured neckties and without any outward sign of mourning about. them. We hope that these persons are not British subjects. If they are, then more, shanie to them for an exhibition of the most
execrable taste or the most astonishing ignorance of the usages of decent society, We would remind these people that their want of common decency reflects no credit either upon themselves or their country, and can only tend to debase them in the eyes of foreigners who have themselves shown their sympathy and respect by voluntarily wearing mourning for our late Quéen. -

TELEGRAMS,”
We have recived the following for publick tion from the Colonial Secretary Governor, Hongkong, to Secretary of State, London, dated 23rd January, 2001;
As reported in our Magistracy. column last night, a coolie was fined $100 yesterday for having five repeating carbines in his posses sion without a license. He paid the money and we should like very much to know wha supplied it, as coolics who possess $100 in a lump are few and far between, we should imagine, and if they were numerous even we are quite sure they would much rather "do" three months hard labour (the alterna- tire in this case to paying the fine) than pay away. 8100 of their own. As a matter of "-- fact, a coolie will usually rather go to prison than pay even a very small fine, as we know
from the police court cases.
It is quite evident that the coolie was not the principal in this arms affai but that he was acting for some who was prepared to pay a large fme fines if his man or inen should be smuggling the arms. There seems analogous between thi ase, and the numerous cases of
